**Key Responsibilities:
- Take full commercial responsibility for managing and controlling costs on large-scale heavy civil engineering projects.
- Prepare, review, and manage project budgets, forecasts, and financial reports.
- Conduct detailed cost analysis, valuations, and contract negotiations.
- Collaborate with project teams, clients, and stakeholders to ensure financial and contractual success.
- Ensure compliance with all relevant contractual and legal obligations, including risk management and mitigation.

**Requirements:
