Manchester City Council are seeking Commissioning Officers to support the efficient and timely transition from commissioned accommodation services, including Housing Related Support (HRS), A Bed Every Night (ABEN), and the Rough Sleepers Accommodation Programme (RSAP). This role is ideal for someone who is adept at working in partnership with providers, partners, customers, and colleagues to stimulate local communities to develop personalised and flexible services that deliver positive outcomes for customers.

Day to day of the role:

  • Support the development of a strategic approach to resource planning, procurement, and commissioning to deliver cost-effective and efficient services.
  • Provide expertise on commercial performance management and reporting issues to ensure customer needs are met, services improve, and value for money is increased.
  • Lead the analysis of current practice, including benchmarking against models and options, and ensure consistency across services.
  • Deliver quality assurance arrangements to support outcome-driven commissioning.
  • Monitor the stages of the contract management process within the context of financial regulations and relevant legislation.
  • Ensure contractual arrangements, targets, and objectives are delivered within agreed timescales.

Required Skills & Qualifications:

  • Experience in the contract management of commissioned services.
  • Understanding of the issues around homelessness and housing in Manchester.
