Childrens Transformation Programme Manager - Sefton £500 p/d

Accountable for: Project Managers, Project Support Officers, and other staff associated with the Service Development and Transformation Team

Job Purpose:
We are seeking a dynamic and experienced Service Development & Transformation Programme Manager to join Sefton Metropolitan Borough Council's Children's Services team. The successful candidate will play a key role in driving the development and transformational change agenda, supporting the delivery of the Council's Children and Young People's Plan through innovative programmes that lead to continuous improvement and better outcomes for children, young people, and families.

Main Duties:

  1. Lead and deliver large-scale transformation and change programmes to support the Medium-Term Financial Plan (MTFP) and deliver efficiencies and improved service delivery.
  2. Provide vision and leadership for the Children's Services Transformation and Service Development function.
  3. Work strategically with Senior Responsible Officers and operational leads to define programmes and projects.
  4. Design and implement programme governance and ensure effective coordination between projects.
  5. Lead on project planning, development, and monitoring of Children's Services transformation programmes.
  6. Support best practice project management and create consistent quality documentation and standards.
  7. Develop programme plans and ensure project dependencies are mapped and monitored.
  8. Embed the Council's risk management framework and lead on risk mitigation.
  9. Implement a programme communication strategy and manage programme reporting.
  10. Commission and manage specialist experts for programme delivery.
  11. Monitor programme budgets and provide regular finance updates.
  12. Provide expert project management for high-priority projects identified by the Children's Senior Leadership Team.
  13. Conduct lessons learnt activities upon project completion and identify future improvements.
  14. Collaborate with various stakeholders to build and maintain effective working relationships.
  15. Advocate for programme and project management and provide coaching and support to build organisational capability.

Qualifications and Experience:

Graduate degree in Programme Management or substantial relevant Children's Services or Social Care experience (Essential).

  • Prince 2 or equivalent Project or Programme Management qualification (Essential).
  • Evidence of continual professional development (Desirable).
  • Proven experience in successful programme or project management, managing resources, and delivering high performance (Essential).
  • Experience working at a senior level with stakeholders, partners, and/or elected members (Essential).
  • History of developing and implementing continuous service improvement and change management (Essential).

Skills and Knowledge:

  • Strong ability to build and maintain critical working relationships at all levels.
  • Proven negotiating, mentoring, and coaching skills.
  • Excellent self-management, workload organisation, and prioritisation skills.
  • Ability to manage financial and overall performance of programmes and projects.
  • Outstanding communication skills, including report writing and simplifying complex information.
  • High level of political awareness and understanding of local government.

Special Conditions:

The post holder will handle confidential and sensitive data and must maintain confidentiality.
Subject to Government vetting including BPSS (Baseline Personnel Security Standard).
