PFI Senior Technical Manager - North West England

Up to £85K, 10% pension contribution, 20% bonus, hybrid working and the usual corporate benefits

Our client is a leading infrastructure investor looking to recruit an experienced Senior Technical Manager who will provide specialist guidance for a high profile asset, supporting the PFI Operations teams in managing all aspects of the technical and engineering elements. The project has mechanical and electrical services with both maintenance and lifecycle obligations. The role will be to oversee and closely monitor the service providers to ensure they are meeting their obligations and service delivery objectives, whilst assisting the team with technical support. The role would suit either a technically minded operations manager or someone with a hard technical FM background.

Key Responsibilities:

  • Monitor service providers to ensure all technical requirements are being met inline with contractual obligations.
  • Understanding of HTMs to include Competent and Authorised Person duties
  • Function as appoint of escalation to troubleshoot issues with systems and infrastructure raised by the SPV Manager
  • Create and present technical based reports, managing risk and identifying mitigating actions.
  • Proactively review maintenance plans and lifecycle plans, working with the SPV Operations team to ensure assets are replaced in accordance with best practice and expected duration.
  • Provide guidance on potential impact/risk due to incorrect application of Lifecycle and maintenance procedures.
  • Consult with appointed Authorising Engineers, engineering consultants and contractors to interpret and deliver complex technical guidance to lay persons across the business.
  • Review engineering data submitted as part of 3rd Party contractual reporting requirements.
  • Chair respective technical/compliance working groups.
  • Support with the delivery of reporting requirements to key stakeholder groups.
  • Lead/report on Property/engineering specific tasks where required.
  • Interprets and advises senior management on national requirements in relation to technical matters, including the development and implementation of action plans where necessary, producing regular reports on progress in these areas.

Essential Knowledge & Experience:

  • Wide breadth of knowledge across both mechanical and electrical services, preferably but not essentially in a Healthcare setting
  • Knowledge of Lifecycle planning and delivery
  • Experience of working in a cross multifunctional team
  • Knowledge of different engineering disciplines and how they relate to one another.
  • Experience of working with external 3rd parties to ensure delivery of remedial actions.
  • Significant experience of PFI contracts and their operational application
  • Experience of reviewing capital development schemes, designs and specifications against appropriate standards and guidance
  • Exceptional communicator
  • Customer orientated

Desirable Knowledge & Experience:

  • CAFM experience and knowledge/delivery of planned maintenance schemes
  • Recognised engineering qualification e.g., Degree/Diploma or equivalent
  • Delivery and management of Asset Condition surveys and Appraisal Guidance
  • Knowledge and experience of PFI or PPP healthcare contracts
