Head Of Strategy And Improvement

We are currently recruiting a Head Of Strategy and Improvement based in London (E14),

Salary: 306.25 per day PAYE

Main responsibilities:

  • To lead the development of the Strategy, Policy and Improvement function by working with the corporate service and directorate leadership teams.
  • To lead the development of innovative solutions to complex problems using creative and collaborative approaches that brings together internal and external stakeholders to influence and shape strategy and policy
  • To play a senior leadership role as part of the directorate divisional management team and as a senior leader and business partner to the Mayor, Members, Chief Executive, corporate strategy, improvement and transformation service, ensuring effective delivery of enabling services.
  • To be accountable and responsible for providing robust and authoritative feedback, challenge and support to Mayor, Members, the Chief Executive, Corporate and Directorate Leadership Teams to help services improve performance, change and transform.
  • To lead a range of specialist teams to set the strategic direction of the council and the borough by ensuring that the work of Mayor, Members, the Chief Executive, Corporate and Directorate Leadership Teams is driven by intelligence and evidence: it makes plans, takes decisions and acts based on the best possible understanding of place, economy, society and demographics.
  • To play a collaborative leadership role in ensuring that Mayor, Members, the Chief Executive, Corporate and Directorate Leadership Teams is driven by a clear purpose, strategic direction and shared set of priority outcomes for the council and partners.
  • To lead on the provision of transparency and accountability to communities, partners and regulators for Mayor, Members, the Chief Executive, Corporate and Directorate Leadership Teams.
  • To ensure corporate directors and directorate leadership teams are supported by high performing teams that provide excellent products and service to internal and external customers.
  • To be accountable and responsible for the business intelligence, analyst and performance teams for the services ensuring that all reporting supports active decision making.
  • To be accountable and responsible for the Insight and Performance Improvement functions for the services to allow proactive and strategic performance management and targeted improvement activities.
  • To lead and strengthen collaborative planning between commissioners and the portfolio management office as well as within Corporate and Directorate Leadership Teams and the wider SPI team that support them, ensuring that the Council is able to be an effective and responsive commissioner driven by evidence and focussed on improving performance and outcomes.
  • To lead the development of an extensive network of key influencers inside and outside the organisation in order to support collective and place-based leadership, based on a shared sense of purpose and coordination of resources across organisations.
  • To lead on the policy and strategy framework for the directorates and partners ensuring that it is aligned with corporate approach, fit for purpose, current, flexible, responsive and focussed on improvement.
  • To lead a robust and proactive response to external opportunities such as national pilots, awards, third-party reviews and the requirements of regulators.
  • To play a leadership role on behalf of council in relation to scrutiny and members, ensuring that scrutiny is supported to drive better decisions and outcomes and elected members are supported to effectively fulfil their democratic mandate.
  • To provide strong, visible leadership on issues relating to inequality and community cohesion ensuring a shared focus on tangible outcomes for communities and residents.
  • To lead on identifying emerging trends that may impact on service delivery and provide strategic input /make submissions on consultations or funding bids as directed by Corporate Directors.
  • To lead high performing professional teams in tracking and assessing the Council's impact in delivering priority outcomes ensuring transparency, accountability and a sustained improvement focus.
