Job Title: Project Manager - Recovery Programme (Local Government)
Location: Berkshire (2-3 days in the office, remainder remote)
Contract Type: 6-month contract (inside IR35)
Rate: £450 per day
Role Overview
We are looking for an experienced Project Manager to lead and deliver critical projects within a Local Government Recovery Programme. This role will oversee the development and implementation of a Target Operating Model (TOM) and ensure projects are completed on time, within scope, and aligned with strategic goals.
Key Responsibilities:
- Project Management: Lead and manage projects within the Recovery Programme, ensuring clear objectives, timelines, and deliverables are met.
- Governance & Assurance: Establish and maintain robust project governance structures. Monitor progress, manage risks and issues, and ensure compliance with governance processes.
- Stakeholder Engagement: Influence and collaborate with senior stakeholders to ensure project outputs meet expectations and deliver anticipated benefits.
- Resource & Budget Management: Develop and manage resourcing plans and project budgets, ensuring financial sustainability and effective use of resources.
- Reporting & Transparency: Provide regular, transparent reporting on project progress, risks, and outcomes to senior management and stakeholders.
Essential Qualifications and Experience:
- Project Management Experience: Minimum of 3 years' experience managing complex projects, with a proven track record in a similar recovery or transformation programme environment.
- Project Management Qualification: APMP, Prince2, P3O, MSP, or equivalent.
- Leadership Skills: Demonstrated ability to lead multi-disciplinary teams and manage project delivery effectively.
- Governance & Risk Management: Experience in establishing project governance, managing risks, and ensuring compliance with standards.
- Stakeholder Management: Strong skills in working with senior stakeholders and maintaining collaborative relationships.
Desirable:
- Experience in Local Government or public sector projects.
- Familiarity with recovery programmes and Target Operating Model (TOM) development.
