Security Manager

The Estates, Engineering and Facilities (EEF) Department is responsible for engineering, maintenance, environmental sustainability, facilities services, and capital works projects to the site to maintain safe, regulatory, and compliant facilities to meet current and future business objectives.

The department's function manages and controls a team of both in-house and contracted staff to assure governance in the supply of engineering maintenance to fixed plant and equipment, building maintenance and engineering modifications to uphold the asset value of UKHSA's Porton Down estate, and facilities services to meet EEF's business plan and the wider organisational needs. The EEF Dept engages with the site's stakeholders over current and future facilities, engineering, and equipment maintenance requirements to ensure the site is safe and compliant, secure, and fully available to meet business needs.

Reporting directly to the Head of Site Engineering and Security, the Security Manager will support the site in ensuring the delivery of the guarded function on site is appropriate for UKHSA's operational requirements. The Security Manager will be responsible for the day-to-day oversight of the guard force, tasking according to the security contractor's assignment instructions and threat assessments. The postholder will have the ability to perform compliance checks on all aspects of the guarding service.

The key job objectives are:

  • Work closely with the Estates and Facilities Manager to ensure the security function delivered by contractors is as required by UKHSA at all times.
  • Work with minimal direct management or supervision, positively influence and build two-way relationships with all guards, the key stakeholders and external suppliers.
  • Communicate proactively and professionally with customers and stakeholders at all levels.

This is a site-based role located at UKHSA Porton Down.

Responsibilities section:

As the Security Manager your main responsibilities will include:

  • Work closely with appropriate teams to ensure consistency of delivery across the business, and the application of best practice.
  • Ensure adequate and timely responses to incidents and customer requirements.
  • Ensure manning of the site is at contracted levels at all times with regular shift patterns fulfilled by trained and qualified staff.
  • To be the site management contact for all security guard matters.
  • Provide performance improvement plans to the Estates and Facilities Manager to ensure risks and issues covering the site operation are highlighted in a timely manner.
  • Fully understand the use of all security IT systems and applications and to monitor the correct application of Security Policies.
  • To maintain communication with relevant local, external agencies (e.g. Police, Fire) on a regular basis and undertake familiarisation visits.
  • Develop and issue for review and approval client SOPs, Protocols, etc relating to the contracted security services on site.
  • Ensure services are conducted in line with the Framework Agreement, Assignment Instructions, liaising closely with the Contract Manager to ensure that KPIs are achieved, ensuring any issues identified are resolved in a timely fashion
  • Oversee administration of the security element of the contract, including financial, personnel and subcontractor management, forward planning of service activities and preparation of the monthly report and KPI results.
  • Ensure that all incidents and requests for assistance are accurately recorded and responded to

Criteria:

It is important through your application and Statement of Suitability of 1250 words that you give evidence and examples of proven experience of each of the following criteria:

Essential

  • Previous experience in a similar customer service security role
  • Valid Front-Line SIA license and experience in managing a manned guarding team and associated services
  • Working knowledge of BS7858, BS7499 and CCTV Code of Practice
  • Excellent team leader and administrator, with good organisational skills and attention to detail
  • Experience of managing risks and reporting
  • Communication skills with ability to communicate clearly in verbal and written form with direct reports, line manager and other stakeholders at all levels

Desirable

  • Full UK Driving Licence
  • Valid First Aid at Work qualification
