Service Manager - Permanent Opportunity up to £55,500 per year

This role is equivalent to a Head of Assets, Strategy, or Sustainability in other organizations and could also be advertised as a Strategy and Performance Manager. The position involves overseeing the service's operations and preparing the work for the service team to execute. Therefore, project management experience is crucial. The role involves managing a small but diverse team responsible for data analysis, energy, and council grant applications. Therefore, experience with data and grants would be beneficial.

Job Purpose

As a Service Manager, you will assist the Head of Service in the strategic, operational, and financial management of the service area. You will collaborate with colleagues across the organization and partners to ensure positive outcomes for the service area, Homes and Neighbourhoods residents, and stakeholders. You will deliver Strategic Asset Management while supporting the Head of Service in developing long-term plans to provide homes and services that prioritize residents and communities and are future ready. This role is based within the Growth and Regeneration department.

Key Responsibilities

  • Lead and coordinate HRA related Capital and Revenue investment programmes across Council Housing.
  • Establish and implement 5-year Capital/Revenue programmes based on agreed strategic priorities.
  • Coordinate the collection, management, and use of asset and condition data to enable programmes and packages of work to be produced.
  • Support the team to introduce and implement standard Operating Procedures in line with Service EFQM approach.
  • Contribute to the development of the team approach to data and intelligence.
  • Establish key relationships to ensure a holistic approach to planning and programming.
  • Champion the delivery of the Asset Management Strategy.
  • Oversee a team of asset/technical specialists and line management of managers assigned in the structure.
  • Oversee programmes of work - ensuring delivery is on time and to budget.
  • Provide assurance that the data held on all assets is accurate, up to date, and supports the development of programmes and delivery of the Asset Strategy, Service, and Business Plans.
  • Monitor and support the commissioning and procurement of suppliers, contractors, and consultants while managing quality and value for money delivered across the programme.
  • Oversee the investigation of complaints, ensuring they are dealt with efficiently and promptly in line with policy & procedures.
  • Work collaboratively with colleagues, partners, and stakeholders to monitor, analyse, and deliver improvements to provide safe, secure homes and quality services that help to support tenant satisfaction.

Employee Specification

  • Degree in a Construction, Housing, or Project Management discipline or equivalent.
  • Professional membership of R.I.C.S/C.I.O.B, CIH, or APM is desirable.
  • Prince 2, MSP, APM qualification, or equivalent.
  • Proven ability to deliver a multi-faceted asset management strategy with sound knowledge and experience of programme and project management methodologies.
  • Excellent written and verbal communication skills demonstrating respect and consideration in all interactions.
  • Experience of working with partner organizations to achieve common goals.
  • Knowledge of Health & Safety Legislation in relation to the role.
  • Ability to effectively mentor, support, and empower staff to produce an excellent quality of work.
  • Ability to work flexibly and independently, managing competing priorities to deliver work to agreed deadlines.
  • Experience of working with elected members and displays political awareness is desirable.
  • Strong commercial awareness with demonstrable experience of budget and contract management.
  • Familiar with the regulatory framework establishing the Home Standard is desirable.
  • Travel to various locations in order to carry out the duties of the job. Possession of a full and valid driving license and a car available for work. (Exceptions can be made for disabled applicants).
