Job Summary:

  • To lead the Corporate Health, Safety and Compliance Team
  • To develop and maintain a health and safety culture , that all safety legislation is adhered to, and policies and practices are adopted.
  • To plan, implement, monitor and review the protective and preventative measures that the organisation require or choose to follow, and work to minimise operational inefficiency, occupational health problems, accidents and injuries.

Role specification:

  • Be the lead on health, safety, and compliance for the organisation.
  • Develop and lead the appropriate Health and Safety Policies and procedures, ensuring colleagues understand their duties and that policies are timely and follow best practice.
  • Lead on Health, Safety and Compliance updates for Audit & Assurance committee, engaging with the Director of Business Support for review of performance, compliance and external validation.
  • To be Competent Person and a designated Responsible Person in relation to Health and Safety matters.
  • Work closely with the Management Teams, providing regular reports and updates to the Senior Management Team, Board of Management and Audit and Assurance Committee.
  • Provide leadership and guidance to the Health, Safety and Compliance Team. Carry out management functions, including team meetings, 121 support and development.
  • Manage the Health and Safety Working Group, agree and manage the workplan, allocate tasks and monitor performance and quality of output
  • Develop and review corporate risk assessments and safe systems of work, supporting colleagues to prepare risk assessments and safe systems to ensure safe and compliant team operations.
  • Work with the Governance Team on the tracking and mitigation of Risk, following the organisations approach to risk management
  • Support colleagues to mitigate new and existing risks for customers, members of the public and colleagues and respond to Health & Safety related emergencies as required.
  • Deliver Health & Safety advice to colleagues and support them on a day-to-day basis.
  • Review procurement documentation and tender submissions in relation to Health & Safety, providing support and guidance for colleagues.
  • Ensure knowledge and learning is kept up to date identifying and responding to changes in Legislation and Best Practice, updating business Policy & process as required.
  • Lead the organisations Compliance Team, ensuring systems are effective and the staff team are supported to carry out their roles.
  • Oversee the procurement, administration, induction, training and monitoring of Lone worker system.
  • To represent the organisation on any relevant Health & Safety working groups where necessary.
  • To effectively manage the Health & Safety budget and ensure that any major works relating to Health & Safety requirements are incorporated into any other relevant budgets.
  • To ensure that on site accident investigations are carried out and produce subsequent reports and recommendations.
  • Monitor near misses and accidents and make recommendations to avoid further incidents and report RIDDOR reportable accidents in a timely and accurate manner to the HSE, conduct RIDDOR investigations and support managers with non RIDDOR investigations.
  • Oversee the administration, induction, training, reporting, monitoring and continuous improvement of accident investigation.
  • Work with the Asset Data Analyst to collate and monitor Health & Safety compliance data, producing relevant and timely reporting.
  • Work with People and Learning Team to co-ordinate Health & Safety training requirements and develop the training needs assessment to ensure compliance with Legislation, Statutory requirements and Best Practice, liaise with course suppliers on content relevant to the requirements.
  • Monitor compliance with CDM Regulations, ensuring effective controls to ensure compliance.
  • To act as the Lead Officer in any interventions or investigations conducted by the Health and Safety Executive, to include timely reporting and updates to Leadership and Executive Teams
  • Act as the champion for Health & Safety in the business, engendering a positive and proactive culture.
  • Work with the Comms Team to communicate and engage with residents, colleagues and the Board through a variety of different methods.
  • Lead and monitor First Aid and Fire Warden cover arrangements.
  • Develop and provide Health & Safety information for toolbox talks for trades colleagues and sub-contractors.
  • Build a culture to challenge unsafe behaviour in a timely way, providing training, support, coaching and guidance as appropriate
  • Work with People and Learning Colleagues to deliver on Employer Health and Safety including work around occupational health, workstation assessments and role related Health and Safety
  • Work across departments to ensure the departmental risk assessment and role specific risk assessments are up to date and effective
  • Working with colleagues to ensure that fire, security and other safety management systems at offices are maintained and tested in a consistent manner and that records are maintained

Person Specification:

  • NEBOSH Diploma in Health and Safety
  • IOSH Membership
  • Experience of maintaining effective Health and Safety Management Systems
  • Experience leading groups of colleagues to monitor and develop services and deliver change Ability to review Legislation and translate this into working practice
  • Experience of reviewing Policies, supporting tendering and procurement activities
  • Experience of leading an effective team
  • Experience working with colleagues to resolve complex or sensitive issues
  • Experience influencing others outside of an organisation to enable change
  • Experience of working in the Health & Safety field in the housing sector
