As the Senior Intelligence Manager, you will be responsible for leading the intelligence team who have a critical role in the delivery of these core objectives; leading and co-ordinating intelligence development opportunities, providing analytical support to our Operational functions, identifying emerging threats and risks including those associated with illegal market activity and serious sports betting integrity matters impacting on Great Britain.

Key responsibilities

  • To lead and manage the intelligence team functions to deliver high quality subject profiles, strategic assessments and tactical assessment intelligence products to analyse and identify emerging threats and targeted profiling to support the delivery of an effective investigation response at the earliest opportunity.
  • Provide daily business leadership and management to the intelligence functions; driving performance and supporting definition, direction and assurance of all intelligence and analytical activity and project outputs.
  • To lead and develop all aspects of core intelligence work plans, information and analysis to support the delivery of an agreed set of key performance indicators working closely with the Senior Operations Management Team to ensure the intelligence activity undertaken is aligned to our agreed objectives and performance priorities; fully adopting MoRiLE scoring principles.
  • Managing Intelligence colleagues to ensure that robust systems for workforce information and planning are developed and maintained to support a range of intelligence activity, building capacity and capability within the team.
  • Alongside the Senior Operations Management Team, lead, manage, participate and coordinate change delivery across the intelligence function including all elements of people, process, information and technology. This will include the successful delivery of the Operations Transformation Programme and associated objectives through 2024/2025 and beyond.
  • Using the principles of the National Intelligence Model (or equivalent), develop the Commission's intelligence team's professional competencies to enable delivery of timely and accurate strategic performance reporting and tactical and operational intelligence products upon which the Commission can have confidence and from which the Commission's priority intelligence requirements are identified.
  • Ensure that the Commission's internal and external intelligence and information collection and exchange procedures are professional, lawfully efficient and secure, generating commitment and confidence in our staff, partners and other providers.
  • To act as the Commission's Information Asset Owner for intelligence systems, and to lead all procurement activity and technology interfaces; ensuring that our information, intelligence systems and tools are effective in collecting, collating, storing, analysing and disseminating intelligence to support workstream delivery.
  • To lead (work with the Commissions SRO) all matters relating to the effective operational use, management and compliance with the provisions of the Regulation of Investigative Powers Act (RIPA), ensuring all covert activity is lawful and submissions are completed to a high standard, acting as control for all covert human intelligence sources (CHIS), telecommunications data submissions and surveillance work. The post holder will ensure effective liaison and dialogue with oversight bodies and lead IPCO inspections on behalf of the Gambling Commission.

The role will also require periods of travel which may, in limited circumstances include overseas travel to attend planned conferences and events.

Person Specification:

Essential

  • To hold a professional qualification in a related field including Intelligence (IPP or equivalent), Financial Intelligence or able to demonstrate experience leading an Intelligence Function, Intelligence Analytics Team, Financial Intelligence Team and/or Sports Betting Integrity Function.
  • Leader with proven negotiation skills to deliver an effective intelligence programme, working with internal and external stakeholders, focused on the effective delivery of key intelligence deliverables.
  • An ability to contribute and lead strategic planning and/or operation programmes within the intelligence function and to support wider Operation deliverables as required.
  • Detailed knowledge of Data/Insight analysis; with an ability to analyse performance data.
  • Full working knowledge of the National Intelligence Model and associated core Intelligence Products.
