Interim Quantity Surveyor- Property refurbishment

Adecco's property services division north is delighted to be partnering with an amazing NE Housing Association in recruiting for an Interim Quantity Surveyor to become part of their Assets team.

Purpose
This post will carry out effective Quantity Surveying support in relation to the financial management of contractors delivering all aspects of maintenance contracts. You will be responsible with all aspects of pre and post contract quantity surveying services by monitoring all internal and external planned maintenance as the client.

Duties

  • Implement high quality, commercial, collaborative and customer focused planned investment and client maintenance service to meet corporate objectives.
  • Strong and effective procurement, contract administration and financial control, liaising with Finance, supporting the Commercial Managers, Finance and other stakeholders.
  • Manage the development of effective relationships with contractors, partners and consultants, maintaining full accountability for all contractual relationships
  • Provide monthly progress reports on financial performance and financial forecasts (including actual completions on site and cash flow) , including monitoring and highlighting areas that are under performing, proposing, reviewing and managing effective solutions.
  • Deliver the day to day Quantity Surveying and administration of the contracts and agreements of Asset & Property, ensuring that all aspects of contract administration, including all certification/processes; relevant contracts, best practice, legislation and standing orders/financial regulations.
  • Lead the preparation of the construction contracts and associated documents of the service, fully complying with set requirements.
  • To be responsible for the preparation of tender documents within the service area, reviewing tenders, preparation/issuing reports and preparation of contract documents
  • Contribute to the development of the budgets of the Asset & Property directorate, identifying, scheduling data and providing budget costs and cash flows for future work programmes and providing support for the Strategic Asset Management Team.
  • Prepare and present accurate management information and reports to boards, executive, committees and external stakeholders as required.

Candidate requirements

  • Experience in maintenance managing and controlling large budgets
  • Experience of assisting the Maintenance team managing contractors' financial performance on all projects and demonstrating excellent negotiation and challenge skills to resolve any issues.
  • Experience in creating and maintaining a commercial culture with excellent customer service delivery to ensure all contracts are delivered with value for money
  • Experience in the evaluation of contract delivery and monitoring unit costs including variation controls
  • Experienced in the management of the planning process to minimise time and costs and drive improvements in efficiency
  • Good knowledge of cost reporting procedures
  • Working towards a recognised degree level qualification in Quantity Surveying or considerable demonstrable and relevant experience
  • Able to interpret and analyse complex data and information (financial and stock condition) to advise on changes and improvement -strategies.
  • Knowledge of current H&S regulations and Construction legislation;

Salary & Benefits

  • Pay rates - TBC with candidate (current market rates)
  • Location: Sunderland
  • 37hours per week
  • Flexible - min 2 days office /site and the rest from home
