At the United Kingdom Health Security Agency (UKHSA) our mission is to provide health security for the nation by protecting from infectious disease and external hazards. We are a trusted source of advice to government and to the public, focusing on reducing inequalities in the way different communities experience and are impacted by infectious disease, environmental hazards, and other threats to health.

The Environmental Hazards and Emergencies Department (EHE) provides authoritative scientific environmental public health advice to government, the NHS and other bodies about the known health effects of chemicals and other environmental hazards.

We are looking for a Noise and Public Health Programme Lead. You will be leading and supporting an expanding group and programme of work taking responsibility for the development, implementation, on-going delivery, and co-ordination of the programme workstreams across UKHSA and with stakeholders.

You will be required to work with a high degree of autonomy whilst also liaising broadly and comprehensively across the noise and environmental hazards function and beyond to ensure all relevant activities are supported.

Location

This role can be based from any of the UKHSA offices listed below, working on a hybrid model.

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Newcastle, Manchester, Nottingham, Cambridge, Liverpool, Chilton, Bristol and London).

Responsibilities section:

As the Noise & Public Health Programme Lead your main responsibilities will include:

  • To manage, lead and support the group in developing and delivering a strategic programme of high-profile noise and public health research, related projects and response to incidents and emergencies.
  • Take a lead in the design, development and implementation of the noise and public health research programme, to implement quality assurance and governance procedures, and to lead data sharing and publication initiatives.
  • Work with a high degree of autonomy whilst also liaising broadly and comprehensively across the noise and environmental hazards function and beyond to ensure all relevant activities are supported.
  • Contribute to the development of a UKHSA noise and public health strategy and research and innovation functions
  • Develop working relationships and communicate regularly with a wide range of individuals, clinical and non-clinical, internal and external to UKHSA including cross government

Essential Criteria:

It is important through your application and Statement of Suitability of up to 1500 words that you give evidence and examples of proven experience of each of the essential criteria (for full details of all essential criteria please refer to the attached job description):

Essential

  • Higher Degree (MSc, MRes) in relevant subject or equivalent related experience in subject area
  • Significant and relevant experience in noise and public health
  • Experience or knowledge of noise modelling methods or software
  • Experience with advanced data analysis methods
  • Experience of leading, motivating and managing a specialist team of scientific staff.
  • Ability to develop, inform and communicate analysis, data and other types of complex information for multiple level audiences in various settings
  • Ability to work under pressure on fast paced issues to deliver results quickly in a dynamic environment including emergency response activities
  • Understanding and experience of funding application principles and process accreditation

Desirable

  • Postgraduate qualification (PhD/MD/DPhil level) in relevant subject or equivalent experience of working at a similar level in a relevant specialist area
  • Registered for CPD
  • Knowledge of toxicology, epidemiology and public health

Selection process details

STAGE 1 - APPLICATION & SIFT:

You will be required to complete an application form. This will be assessed in line with the full list of essential criteria as detailed in the attached job description - please do provide evidence of how you meet this.

If you are successful at this stage, you will progress to an interview.

STAGE 2 - INTERVIEW

This position will involve an interview by video via MS TEAMs.

As part of the process, candidates will be invited to interview which will involve an in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification. Candidates will also be asked to participate in a session where they will be required to prepare and deliver a 5-minute presentation to the panel. This will be followed by a question-and-answer segment. The presentation will be designed to assess each candidate's experience in line with the requirements of the role. Full details will be provided prior to the interview.
