Housing Enforcement Officer

We are looking for an experienced individual who has worked for a Local Authority in a similar role to carry out the following duties:

As a front-line officer, carry out all duties connected with providing a Private Sector Housing and LicensingService to support the delivery of the regulatory / statutory service in accordance with any relevant Procedure, relevant legislation and case law and other relevant procedures.

To manage a full and varied case workload to meet legislative and departmental time frames. Be responsible for the investigating of complaints, for example complaints of disrepair, illegal eviction or harassment as well as dealing with unlicensed properties and other housing related matters applying legislation relating to private sector housing.

Responsible for carrying out enforcement intervention in accordance with legislation, policy and procedure.

To inspect properties using HHSRS and ensure that properties meet the minimum required standard. Where enforcement is considered necessary, you will be responsible for ensuring enforcement notices are drafted with schedule of works to remedy hazards by service of the appropriate legal notices.

Responsible for taking legal action and preparing legal court prosecution case files as well as giving evidence at court and attending to obtain warrant of entries as necessary.

You will work in collaboration with the wider service and will ensure compliance audits and enforcement activities are carried out in accordance with current legislation, and the council's enforcement policy.

Take an active role in promoting community development, i.e. provide advice and information to customers and stakeholders where appropriate, attending the landlords forum and other forums as required to support landlords and stakeholders.

To liaise with other professional services both internally and externally of the organisation where a multi-disciplinary approach to problems is required and take a pro active approach to problem solving**.**

To respond to a wide range of problems arising from service requests, proactive work, referrals and other communication. You will take ownership and responsibility for all aspects of their own case workload within Private Sector including (but not limited to): HHSRS inspections and assessments are carried out to a professional standard, cases are progressed within a timely manner and in compliance with legislation, preparation and service of enforcement notices, preparation of prosecution case files and be able to attend court and the Upper Tier Tribunal as the councils professional witness, attend court to obtain warrant of entries, provide comments on planning applications and complex licensing applications.

Use information technology and software equipment to carry out the responsibility of the post.

To work on allocated projects as directed to support the improved delivery of the service. Ensure responsibilities are delivered on time, to standard and agreed outcomes.

The post holder will provide support and guidance to colleagues as necessary to support the regulatory service. This includes, providing expert advice to management on complex cases and other enforcement issues that may arise.

The postholder will also address enquiries and complaints, work with individual landlords, and landlord groups to ensure high quality services are delivered.

The post holder will proactively identify and address vulnerability and safeguarding issues ensuring appropriate support and referrals are made.
