Summary

As a Design Surveyor you will provide support and guidance regarding Project Design, Feasibility, Specifications and Procurement. The Design Surveyor will investigate and package future work for the Capital Investment and Regeneration Teams.

The Design Surveyor will be required to work closely with the Investment Strategy Manager and Asset Data Manager to provide future investment pathways for all properties considering WHSQ, decarbonisation and desirability. This role will be pivotal in ensuring investment is targeted correctly based on data and priority.

The Design Surveyor will collaborate with external Architects and Consultants to provide visionary schemes informing future investment requirements across the associations stock.

Job Specification

  • Work with the Asset Team to scope and identify future programmes of Investment work.
  • Produce scheme feasibility documents for future projects including obtaining outline project costs and specifications. Ensure that scheme proposals meet the business and Customer needs.
  • Work with colleagues in Procurement and Assets to ensure that schemes are designed and procured in a timely manner and handed over to the delivery team to enable a successful project.
  • Work with the Procurement Team using skills, knowledge, and judgement to recommend a JCT contract prior to tendering project. Produce and write specific preliminaries using National Building Specification (NBS) software.
  • Rationalise data from Asset Management and produce Project Briefs using asset management data and ensure they are of a sufficient standard that enables the procurement of suitable contracts in accordance with the Public Procurement regulations.
  • Produce detailed specifications drawings to enable successful tender packages to be put together.
  • Ensure projects have fulfilled their statutory and legislative requirements prior to advertising the tender. E.g., asbestos, fire regulations, building regulations, planning legislation. Negotiate with the relevant authorities on scope of works, ensuring best value and a best outcome is achieved for the organisation.
  • Function as a Principal Designer, as defined under the Construction (Design and Management) Regulation 2015. Complete Principal
  • Designer tasks and documentation for instance producing Preconstruction information including design hazard risk assessments for all projects.
  • Produce and develop tender documentation and select contractors after leading the tender evaluation process.
  • Function as a design advisor and facilitator to other departments across the business such as Development, Regeneration, Facilities, Estates and Leasehold teams.
  • Act the Principal user of Computer Aided Design (CAD) software and produce and review technical drawings, details, and specifications.
  • Prepare Section 20 notices for the Home Ownership team to ensure the statutory leasehold consultation is conducted and produce cost breakdowns prior to award of tender. Attend resident & leasehold consultation / meetings as necessary and provide relevant updates to the business.
  • Provide specialist and technical guidance to internal departments on building pathology including thermal imaging, damp diagnostics, U Value Calculations etc.
  • To ensure contract completion documentation is completed with the relevant systems updated. Act as a Principal Designer and complete/compile the health and safety file in collaboration with the delivery teams.
  • To keep abreast of changes in legislation via formal or informal CPD or training. (E.g., CDM, Building Regulations, Planning law, EPC etc)
  • Additional, reasonable duties as required. Performing any other duties as directed by the Head of Service and Investment Strategy Manager to further the organisation and individual objectives and policies.
  • To attend the Corporate Specification Group and lead on the implementation of modern technology and quality specifications for future projects.
  • Ensure the activities of the organisation is conducted to the highest standards of integrity and professionalism in accordance with all relevant legislation.
  • Work collaboratively with other teams to ensure the function is fit for purpose and capable of delivering value for money services across the asset portfolio of activities.
  • To always work in a safe and appropriate manner to meet the duties and responsibilities within the Health and Safety policies and procedures of the association.

Person Specification

  • Construction (Design and Management) Regulation 2015 qualification.
  • Relevant HND / HNC qualification or equivalent
  • Exceptional knowledge of feasibility and project planning.
  • Ability to specify materials to enable desired project outcomes with a particular focus on value for money.
  • Knowledge of the Public Procurement Regulations 2015.
  • Understanding of the regulations relating to asbestos management and fire safety.
  • Knowledge of building defects and remediation, in traditional and non-traditional houses.
  • Understanding of statutory legislation and regulations relating to construction.
  • Ability to communicate effectively with a variety of stakeholders.
  • Flexible approach to work and the ability to work to tight deadlines.
