We are seeking a Lead Portfolio Manager for our Government client. The role requires 2 to 3 days per week in the office, with attendance at either the London or York offices.

The Lead Portfolio manager role will be an initial 6 month contract, paying between £600 - £635/Day Inside IR35.

Role Profile:

  • Lead the development and management of the output specification, procurement, and assurance reviews for the assigned projects within the Portfolio in a safe and environmentally responsible manner to cost, time, and quality in line with Legislation, Company Standards, procedures, corporate governance, and the Project Acceleration in a Controlled Environment (PACE) Framework.
  • Lead a matrix team to deliver the market application readiness (MAR) activity, taking all suppliers through a development and technical assurance process, working with technical specialists to deliver European Train Control System products that are fully compliant with identified requirements (or agreeing any deviations), and achieving product acceptance.
  • Manage, working with the Systems Authority team, the issues process, overseeing the work required to clarify and amend the identified requirements or seek advice on the impacts of potential changes.
  • Document and maintain the approach to the delivery of market application readiness.
  • Manage and deliver on their obligations under the MAR contract(s), holding suppliers to account on their obligations to time, cost, and quality, using Contract Event Management And Reporting.
  • Work with suppliers and their team to develop a schedule for MAR activities, including product development and assurance activities, and maintain and monitor progress against it.
  • Gather data in order to monitor suppliers' performance against framework Key Performance Indicators to understand development, testing, and assurance progress.
  • Hold regular progress reviews with suppliers and their teams.
  • Implement and administer a technical/commercial query process with suppliers and NR teams as relevant.
  • Maintain a risk and issues register associated with MAR requirements and deliver action plans to address them.
  • Undertake periodic and other cyclical or ad-hoc reporting on progress, risks, and issues.
  • Support Supplier site visits, and access to test facilities as required to assure delivery progress.
  • Manage the budget and contingency for market application readiness activities in line with NR standards, corporate governance, and Managing Public Money guidelines.
  • Implement and manage the change control process, to cater for scope, requirement, schedule, and cost change.
  • Deliver continuous improvement on the MAR approach, based on supplier and NR team feedback.
  • Comply with standards, corporate governance, commercial good practice, and legislation in discharging the above.
  • Membership (or working towards membership) of the Association for Project Management.
  • Registered PRINCE2 Practitioner or equivalent.
  • Demonstrable project safety management practice and knowledge of Health and Safety legislation and best practice.
  • Knowledge of the Construction (Design and Management) Regulations.
  • Knowledge of procurement principles and processes.
  • Knowledge and demonstrable previous application of assurance principles and processes.
  • Demonstrable experience of the application of Construction Design Management (CDM) and the Common Safety Method (CSM).
  • Knowledge and application of the Three Lines of Defence Assurance Model.
  • Demonstrable experience of bringing different people together; promoting working as one team.
  • Demonstrable experience of challenging self and others to improve services and approaches.
  • Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety-related risks.
  • Demonstrable ability to work proactively through complex issues.
  • Demonstrable experience of thinking through the cost, business priorities, and customer implications of their decisions.
