Role Overview:

The Traffic Management Order Project Manager is responsible to project manage and oversee the introduction of Traffic Management Orders on LBTH housing land and the future transfer of management of parking on estates, from the Housing Service Centre to Parking Services.

Lead on the day to day, developmental and strategic support to ensure that all Traffic Management Orders comply with relevant legislation and implement Tower Hamlets policies, activities and procedures in relation to the operation and performance of Traffic Management Orders.

The Role:

  • Responsible for rolling out new Traffic Management Orders (TMOs) on the Council Housing Estates, so that parking enforcement contractors acting on behalf of Tower Hamlets Council can follow up Penalty Charge Notices with vehicle owners.
  • Lead the TMO project team, work creatively with residents and all partners to achieve the project timeline and to engage on the Council's policies.
  • Undertake duties in relation to the development and review of existing off-street parking policy and procedures and make recommendations for changes required, in line with current legislation, with particular reference to establishing Traffic Management Orders on Tower Hamlets council housing estates.
  • Liaise and build resident engagement to consult and give notice of establishing Traffic Management Orders and estate parking enforcement.
  • Review and approve Traffic Management Plans.
  • Work with contractors to marking out new individual parking bays and install relevant signage for off-street parking on Council estates.
  • Have overall responsibility for issuing new and replacement parking permits on TMO estate sites.
  • Lead on the development and policy review of the Tower Hamlets Council objectives in relation to Traffic Management Orders, in liaison with other sections of the Council and relevant outside bodies.
  • Undertake enforcement action under the terms of the contracts / agreements in place with Parking Enforcement providers.
  • To investigate cases that are subject to Member, MP, Ombudsman and Senior Officers (of the Council and partner organisations) enquiries, corporate complaints and third party enquiries and prepare responses in line with corporate time frames via iCase software
  • Manage and provide guidance in the exercise of discretion in dealing with parking policy and mitigating conflict with on-street representations and appeals against Penalty Charge Notices
  • Supply complex data and information to senior management, Councillors, MP's, other sections and departments, the public and external agencies
  • Undertake additional duties and responsibilities that may arise from time to time commensurate with the grade of the post.

The Candidate:

  • Comprehensive knowledge of unauthorised off-street parking enforcement using Traffic Management Orders (TMOs) under the Traffic Management Act 2004.
  • Good understanding of Health & Safety Legislation and commitment to safety standards and requirements, ensuring all activities are carried out in line with these for the protection of the workforce and general public.
  • Knowledge of how to set and meet performance standards and targets within the agreed times scale.
  • Knowledge of supervising staff training & development including apprenticeships, to ensure full potential is achieved and staff become an integral part of the team.
  • Knowledge of undertaking staff appraisals
  • GCSE/O Level or equivalent level of education
  • Experience of the traffic and transportation sector and contract administration
  • Financial/Budgetary experience
  • Experience of organising work programmes, record keeping and analysis
  • Track record in managing a highly motivated and performing team from diverse backgrounds and ability to lead and influence multidisciplinary teams and senior managers to achieve strategic objectives.
  • Evidence of engaging and working with senior leadership teams, providing strategic financial advice and critical decision making.
  • Experience of presenting reports to senior managers and members Ability to use acquired knowledge and skills to provide support to a wide range of functions and services
  • Great organisational and people management skills to enable achievement of agreed deadlines and targets, whilst maintaining motivation and focus.
  • Experience of working with HR and Trades Union representatives to address employee relations matters in a timely way.
  • Clear verbal and written communication skills to write reports to influence decision making.
  • Ability to bring creative and innovative solutions to problems, influencing others to bring them on -board.
  • Be flexible and adaptable to a changing environment, responding positively to changing demands.
  • Ability to develop effective partnerships and networks within the council and other organisations to support the delivery of effective and outcome driven services.
