Westminster Council - Client Surveying Manager

This role will be to support the in defining both the 5 year investment programme and individual project(s) scope. The role will be responsible for managing a team of surveyors who lead the briefing process for all new projects that will be delivered via Term Partnering Contracts (TPC). The TPC moved away from individually-procured projects to a situation whereby each Partnering Contractor will be responsible for designing and managing delivery of circa £20million per annum of major works refurbishment projects.

The Client Surveying team will enlist the services of specialist consultants (where required). This will be to provide a high level of technical detail and independent audit trails, required in order to make fully informed decisions allowing us to respond and meet customer expectations, be that Westminster City Council and / or leaseholders and tenants. The Client Surveying Manager will undertake a technically-focused role that will manage projects through RIBA Stages 0 (Strategic Definition) and 1-2 (Preparation & Brief), in addition to monitoring and reviewing 'lessons learnt' from completed projects.

They will ensure that the Capital Programme delivery team and the Partnering Contractors are fully briefed as to the expected scope and performance of design works for each individual project.

The Client Surveying Manager will lead the process for bringing together key technical information and manage all technical issues relating to the planning of projects which include general building refurbishment projects (internal & external) and, possibly, elements of M&E works. Consideration to, and incorporation of, specific works relating to condensation and fire strategy will also need to be accommodated.

The role will provide support to the Senior Manager in the strategic decision-making and monitoring of works programmed in the Housing Revenue Account (HRA) business plan.

The role will involve engaging with and influencing a range of stakeholders, including senior Housing, Planning and Real Estate officers the Council.
