The role:

Reporting to the Head of Procurement and Property, the Procurement and Commercial Manager leads procurement and commercial activities on a high value infrastructure construction programme. The role is hybrid covering both procurement and commercial management of high value contracts/suppliers utilised across the programme. The applicant must bring relevant experience within the construction and utilities spaces and demonstrate achieving value for money throughout all stages of delivery.

Responsibilities:

  • Lead and manage the procurement activities for key suppliers across the programme. This will include, Principal Contractors, Design Houses, Design and Build Contractors, Independent Assurance Consultancies, specialist consultancies and critical material.
  • Lead and manage all commercial activities related to critical suppliers and materials.
  • Prepare tender and contract documents and lead bid evaluations in accordance with UCR and PCR regulations.
  • Manage Contractual claims and disputes.
  • Develop the strategy and implementation plan for all major procurement activities on this programme.
  • Drive value creation across the procured spend base through mechanisms such as volume leverage, quality, forecasting efficiency, supplier innovation, non-traditional markets and optioneering, to ensure FSO receives value for money.
  • Report on spend performance to provide a holistic picture of procurement activity.
  • Ensure risks are anticipated, identified and mitigated to prevent any disruptions to timely procurement delivery.
  • Ensure a systematic approach to managing spend across all procurement is adopted, in line with the direction from the Head of Procurement and Property.

Requirements:

  • Create and lead complex bid management exercise and then manage contracts throughout the lifecycle.
  • Experience of implementing and managing NEC4 contracts.
  • Experience of managing activities against UCR and PCR contracts.
  • Manage contract meetings.
  • Relevant CNI experience.
  • Track record of driving value beyond straightforward procurement savings; usage of lean techniques to identify and eliminate waste and identify income opportunities in the extended value chain.
  • Expert influencing and negotiation skills to drive optimum value through the award of commercially sound contracts.
  • Experience in managing and motivating small teams of professionals.
  • Excellent interpersonal and stakeholder management skills; able to communicate dynamically at all levels and externally to senior leaders within supplier organisations.
  • Ability to understand broader business objectives and their implications for strategic planning in Procurement.
