Development/Park Manager

On behalf of my client i am recruiting for a part time estate manager based at a high end residential development in Battersea: -

20 Hours over 3-5 Days (4 days would be Ideal)

£27,000 (FTE = £54,000)

20 day annual leave

The role
Supporting the Estates and Facilities Management teams with day-to-day Parklands management operations and maintenance, working closely with the landscape, contractors and management teams. Ensure services are delivered in a manner consistent with corporate policies and objectives.

The overall purpose of this job is to have responsibility for managing and maintaining the park and public realm. This will be done through organising and supervising all functions of the exterior of the development including the areas of safety, maintenance, grounds, transportation and oversight of major landscaping works as assigned. You will be responsible for maintaining the quality standards of the development, quickly and efficiently resolving all issues.

Duties include but are not limited to:

  • Assist in the compilation and management of essential records, including the Asset Register, Asbestos Register, Health & Safety Information and PPM records etc.
  • Advise on repair and maintenance issues. Prepare technical reports and make recommendations based on quality, cost effectiveness and operational site requirements.
  • Preparation of briefs and specifications for minor repairs and modifications to instruct contractors.
  • Proactively identify opportunities to improve services and facilities within the development; initiate minor improvement work or service variations within delegated budgets.
  • Support and assist park management teams in the development of briefs and cost estimates for minor works.
  • Provide a visible presence of on-site management at peak times of movement.
  • Conduct daily walkarounds of the development.
  • Check all signage is clearly visible and report faults to Estate Manager.
  • Ensure play equipment is inspected on a daily basis and that any faults are reported and followed-up immediately.
  • Check all gates/fences, public walkways, ponds and open spaces for damage/vandalism, hazards and litter.
  • Support in setting the scopes of services for cleaning street, landscaping, parking management and potentially security.
  • Advise and assist in the planning and co-ordination of maintenance and facilities work on site to minimise disruption and inconvenience to users; communicate effectively with client departments re ongoing work, progress etc.
  • Schedule, manage and chair periodic meetings in order to share information effectively, record progress and to promote effective service delivery.
  • Promote a positive, proactive, 'can do', collaborative approach between park management teams, contractors and other departmental staff.
  • Oversee landscaping tasks undertaken by the team (if required and/or the sub-contractor has missed anything)
  • Liaise with the Client community development team to provide feedback to assist with issue resolutions on-site.
  • Organising and participating in Community Engagement events
  • Understand the landscape management document, liaising with the landscape contractor to understand the working plan (tasks/frequencies) to ensure that tasks are completed to the correct standards.
  • Have the ability to interpret management maps/plans to understand the extent of the development and the managed areas
  • Ensure staff are taking care of their vehicles/machinery, that they are kept clean and tidy and that the equipment within them is stowed safely and tidily.
  • Manage contractor signing-in/out/procedures and ensure they are working safely/ complying with Health & Safety regulations on site.
  • Maintain good levels of communication with external grounds maintenance suppliers.
  • To enforce discipline on contractors and other visitors if required in a firm but polite manner.
  • To complete daily site records for occurrences and compliance requirements.
  • Reactive Works: Handle reported maintenance issues in a timely and effective manner (following internal procedures), communicating with affected parties throughout the process.
  • Placing of work orders to allow Reactive Works to take place.
  • To ensure all equipment, machinery and grounds maintenance buildings are secure.
  • Induct and train the Park Rangers in all aspects of safe practices at work.
  • Health & Safety: Ensure that health & safety legislation, policies and recommendations are adhered to at all times.
  • To provide line management to a team of Park Rangers on-site and delegate tasks as appropriate
  • To check all signage is clearly visible and report faults to Estate Manager.
  • To work as a team with wider site-based team and subcontractors to maintain the high standards required for the development, ensuring a consistent and high level service.
  • To attend training sessions or meetings as required
  • To perform any other duties as reasonably directed for the good management of the Estate.

Experience

  • Practical, proven experience of contract management for FM services across complex estates, including implementing and monitoring performance management methods.
  • A good knowledge of Health and Safety procedures, risk management including COSHH.
  • Experience of influencing and managing a range of stakeholders in delivering complex programmes.
  • Experience of working in a political environment with a high level of public scrutiny.
  • Expert knowledge in a Landscape and or horticultural role demonstrating experience with at a management level.
  • Have worked in a park environment and be able to demonstrate ability and understanding of the pressures likely to be encountered. Ideally have a good knowledge of plant nomenclature, choice and able to recognise pest and diseases in plantings including trees.
  • Experience in managing small teams is essential.
  • Customer relationship management: Previous 'frontline' contact with customers is essential.
  • Systems: Prior experience with software systems such as ordering/invoicing is essential.
