The Finance Directorate plays a pivotal role in ensuring the accurate utilization, meticulous accounting, and transparent reporting of funds allocated to NHS Devon. Responsibilities

1. Financial Strategy

In this multifaceted role, you will actively participate in shaping the financial strategy for both the Integrated Care Board (ICB) and the broader NHS Devon. Your responsibilities include:

  • Long-Term Financial Planning: Collaborate on long-term financial planning, ensuring alignment with organizational goals and priorities.
  • In-Year Financial Planning: Contribute to in-year financial planning, adapting to changing circumstances and optimizing resource allocation.
  • Resource Allocation: Provide essential financial support for service developments, including evaluating business cases and facilitating procurement processes.

2. Financial Management and Reporting

Effective financial management is at the heart of our mission. As part of your role, you will:

  • Budget Setting: Play a key role in setting budgets, considering operational requirements and strategic objectives.
  • Monitoring and Variance Analysis: Diligently monitor spending against budgets, promptly identifying any deviations. Analyze variances and collaborate with budget holders to address challenges.
  • Monthly Financial Reports: Prepare comprehensive monthly financial reports, distilling complex data into actionable insights.
  • Risk Assessment: Interpret financial data and assess risks, ensuring prudent financial decision-making.

3. Financial Accounts

The accuracy and integrity of our financial accounts are non-negotiable. You will be responsible for:

  • Financial Systems Management: Input and maintain financial systems, meticulously managing the financial ledger, control accounts, and reconciliations.
  • Annual Financial Reporting: Lead the production of annual financial accounts and the accompanying report, adhering to NHS accounting standards.
  • Supporting Papers: Prepare detailed supporting papers to provide context and transparency.

4. Financial Assurance and Governance

Our commitment to financial integrity extends to every facet of our operations. You will:

  • Accounts Integrity: Ensure the integrity of accounts payable, accounts receivable, and the overall financial ledger.
  • Audit Compliance: Respond promptly to internal and external audit requirements, maintaining a robust control environment.
  • Resource Commitments: Implement and enforce financial controls for all resource commitments and payments made by the ICB.

5. System Financial Recovery

As part of the Devon system financial recovery program, you will contribute significantly to achieving financial sustainability. Key responsibilities include:

  • Collaboration: Work closely with system partners to develop and deliver savings initiatives and investment proposals.
  • Benchmarking and Productivity: Support benchmarking efforts and analyze productivity data to enhance value across Devon.
