Morgan Hunt is working with a large Housing Association based in Manchester, who are looking to recruit two full time Neighbourhood Officers for a 6-month fixed term contract. Working 35 hours per week, 2-3 days working from home and possible extension.

Joining an established, friendly and supportive team, you will manage an allocated patch within a defined locality patch central to the main office. You will work to deliver high quality, customer-focused, effective Allocations, Tenancy and Estate Management to customers. You will provide a highly visible locality-based service, engaging with tenants and customers on a day-to-day basis in order to enhance the customer experience, gain an understanding of the needs and priorities within the locality. Work with their dedicated ASB team and make referrals to them, freeing up your time.

The Role

  • Manage service demands from the locality relating to tenancy management services, ensuring that customer requests and enquiries are actioned and managed that enhance the customer experience.
  • Ensure tenancy sustainability through effective tenancy management, allocations and interventions that prevent avoidable tenancy terminations and that address & prevent the causes of homelessness
  • Lead on all aspects of tenancy management, dealing with any tenancy breaches, tenancy changes and other tenancy management processes including the starter tenancy process, successions, abandoned properties and requests for mutual exchange with a desired outcome of achieving sustainable tenancies, community safety and tenancy compliance.
  • Allocate properties in accordance with Manchester Move and the business-wide Allocations Policy.
  • Ensure stock is utilised in the most appropriate way, offering a choice of products to customers, addressing, homelessness, overcrowding, under occupation and maximising income.
  • Provide support to vulnerable residents, by providing basic advice and support on welfare benefits, financial inclusion and property condition or by signposting to other appropriate services. Making appropriate and timely referrals to specialist teams for those tenants requiring additional support to enable tenancy sustainment.
  • Proactively engage with tenants and residents, as part of the resident engagement approach, to hear the customer voice ensuring services are developed and continuously reviewed to deliver a positive customer experience.

The Candidate

  • Demonstrable experience as a Housing Officer / Neighbourhood Officer managing a patch within a defined locality patch.
  • Understanding of issues in relation to tenancy management.
  • Experience of delivering excellent customer service in the field of tenancy and estate management (including low level ASB), allocations and experience of case work and taking appropriate action
  • Experience of working with tenants to develop and deliver customer responsive services.
  • Good working knowledge of IT systems.
  • Up to date knowledge and understanding of current legislation in relation to housing issues and legal responsibilities as a landlord.
  • An understanding of policy issues and the ability to deliver services in accordance with the relevant policies and procedures.
  • Experience of effective partnership working.
  • Commitment and understanding of the need to deliver services with a clear focus on value for money.
