The role;

Key Responsibilities (not limited to) :

  • Bid Development and Management:

  • Oversee the overall bid development process for CEF-funded projects, from initial concept through to final bid submission.

  • To coordinate and present bid strategies that align with hospital sustainability objectives and comply with Salix PSDS grant funding guidelines. All strategies will be peer reviewed.

  • Commercial and Technical Evaluation:

  • Arrange on-site surveys at hospital facilities to evaluate existing energy infrastructure and identify opportunities for improvement and energy efficiency. This may involve external Consultants or in-house staff.

  • Manage the development of a compelling business case for Hospital Trusts, highlighting the financial and environmental benefits of proposed projects.

  • Site Surveys and Equipment Sizing:

  • Serve as the central point of contact, coordinating the sizing and costing of equipment such as CHP systems, biomass boilers, heat network piping, pumps, and plate heat exchangers.

  • Provide comprehensive specifications and sizing recommendations, ensuring that all technical requirements are clearly defined and integrated into bid documents and cost estimates.

  • Cost Estimation and Financial Analysis:

  • The role will be trained to develop both Salix PSDS grant application spreadsheets for government grant applications and to use the CEF Proforma spreadsheet to identify the highest Nett Present Value (NPV) return on investment for the Hospital Trusts.

  • Develop accurate cost estimates for projects, encompassing equipment, labour, and associated expenses. Working in conjunction with the finance team.

  • Stakeholder Coordination:

  • Facilitate clear communication and collaboration among all parties to ensure bids reflect a comprehensive understanding of project goals and technical requirements.

  • Coordinate the preparation and delivery of commercial and technical presentations to Hospital Trusts and CEF staff, ensuring that all stakeholders are well-informed and engaged.

  • Present bid strategies and proposals to Trust senior management and decision-makers, highlighting the strategic benefits and potential risks. (e.g. in Technical Meetings)

  • Compliance and Quality Assurance:

  • Ensure all bids meet the specific criteria of CEF and Salix PSDS funding requirements, including energy efficiency and environmental sustainability targets.

  • Stay informed on changes to grant funding regulations and adjust bid strategies accordingly.

  • Provide quality assurance by reviewing and refining bid documents to ensure accuracy and adherence to project specifications.

  • Project Management and Delivery:

  • Hand over to Project Management for the installation any new CEF construction projects.

  • Oversee the transition from bid approval to project implementation, providing continuous support to ensure alignment with the proposed bid and financial models.

Qualifications and Experience:

  • HNC/HND or Bachelor's degree in Building Services Engineering
  • Extensive experience as a Project Manager within the building services or energy sectors, with a strong understanding of commercial and financial principles.
  • A track record in developing and managing bids for large-scale energy performance projects, preferably within the renewable energy or healthcare sectors.
  • Strong technical knowledge of heat pump systems, heat networks, and energy efficiency technologies.
  • Experience in conducting site surveys and sizing critical infrastructure, including plant room equipment and electrical systems.
  • Ability to understand financial modelling, including NPV analysis and lifecycle cost assessment.
  • Excellent communication skills, with the ability to articulate complex technical information clearly and persuasively to diverse stakeholders.
  • Ability to manage multiple projects simultaneously and meet tight deadlines.
