Director of Families and Children's Services

We are working with a local authority who are actively seeking a Director of Families and Children's Services responsible for the corporate management of a wide range of major council services or a significant statutory function (with delegated powers), with responsibility for setting the vision, strategic policy direction and leadership, as well as having accountability for operational management and financial control.

Location: Southwest based Local Authority

Set-up: Hybrid, ideally at least 1-day per week on-site

Rate: £750 per day via umbrella, inside IR35

Duration: Initial 13-month contract

Hours: Full-time position

Responsibilities include:

  • Ensure service planning is shaped by, and takes into account the council's key strategic plans including:

  • The business plan

  • The financial plan (MTFS) and annual budget

  • The people strategy

  • The digital strategy

  • The local plan

  • Work jointly with the Chief Executive, Corporate Director - People and other directors to achieve the council's priorities and goals

  • Take joint responsibility as part of the leadership team for delivering the whole council budget and savings, taking a corporate and joined up approach alongside robust and reliable service financial management

  • Provide services and interventions for children and young people (0-18) who require an ‘early help' service

  • To manage the Council's early help offer via the embedded support service within the safeguarding element of the team undertaking the full range of statutory social work interventions, from first point if Single Assessment through to Adoption

  • Provision of an integrated front door service which encompasses the MASH, Early Support Hub and Out of Hours Service to ensure the best outcomes for Wiltshire's children and young people

  • Formulate strategies that guide the council's vision and achieving results through performance management

  • Roles at this level have a significant responsibility for fulfilling long term business plan priorities with full accountability to deliver these and to resolved conflict of priority

Requirements:

  • In addition to the qualifications, knowledge, and skills required for roles at this level, this role requires:
  • Postgraduate degree in Social Work or equivalent
  • Evidence of post qualification personal and professional continued development
  • Substantial experience of managing operational children's services in a large and diverse organisation
  • Local Government experience required for initial shortlisting, then thereafter at the client's discretion
