Senior Commissioning Manager

This role has a starting salary of £41,264 (pro rata to £68,774 FTE) based on a 21.6-hour work week.

This is a 24-month fixed term or secondment opportunity.

We are excited to be recruiting a Senior Commissioning Manager who will take lead responsibility for the development, management and improvement of Surrey County Council Adult Social Care's Direct Payments offer, delivering our co-produced 5-year All-age Direct Payments Strategy. The Strategy's purpose is to ensure that people who draw on support shape the culture change required to ensure DPs increase people's independence, choice and control.

About the Team

The Direct Payments Team is led by the Head of Commissioning (Disabilities) within the Commissioning Department of the Adults, Wellbeing and Health Partnerships Directorate. The Disabilities and Direct Payments Commissioning Team works to a vision whereby individuals can live 'gloriously ordinary lives', following their ambitions and aspirations, regardless of primary need. Our work programmes are evidence based, innovative, and follows best practice. We are committed to ensuring individuals' insight and ambition shapes our plans through co-production as well as engagement.

About the Role

Funded as part of a Transformation Programme, the Senior Commissioning Manager, Direct Payments will take lead responsibility for:

  • Leading the development of the market available; provider organisations as well as Personal Assistants;
  • Leading the development of a communications strategy to ensure that all internal and external stakeholder have ready-access to up-to-date information regarding Direct Payments - how to arrange them and the opportunities for support.;
  • Leading the development of an ISF offer in Surrey
  • Ensuing equity of access and of delivery.

You will work closely with the Senior Practice Manager (Direct Payments), who is responsible for delivering transformation in adult social care practice across to ensure smooth customer journeys. The Direct Payments work programme is supported by our Senior Project Manager (Direct Payments).

Together the three posts deliver the transformation needed to ensure that people who draw on support and care and opt for direct payments are able to exercise meaningful independence, choice and control in accordance with the Care Act. The Direct Payments Team is based in Fairmount House in Leatherhead, with some travel across Surrey to establish the new approach to Direct Payments across our Surrey's social care system.

Shortlisting Criteria

To be considered for shortlisting for this position, your application will clearly evidence the following:

  • Undergraduate degree or equivalent, ideally with a relevant social work, other associated health care, qualification or a relevant commissioning qualification.
  • Strong written and oral communication and interpersonal skills with high level negotiation and influencing skills, and the ability to build effective relationships with colleagues and a range of external partners.
  • Detailed knowledge of social care processes and responsibilities in line with strength-based practices.
  • Substantial professional commissioning, contracting and management experience supporting high quality delivery of services, working in the context of public service delivery in the statutory or voluntary sector.
