  • Working Arrangement: Hybrid (1-day per week in-office)

Oldham Council are seeking a Procurement Manager to work closely with the Head of Procurement in leading high-value procurement exercises. The role works across various categories to secure goods, works, and services that meet the needs of our customers, residents, and users while ensuring value for money and compliance with procurement legislation.

Day-to-day of the role:

  • Lead and deliver high-value category procurement exercises.
  • Provide commercial and market intelligence to support strategic planning and project delivery.
  • Design and implement innovative procurement category strategies based on category action plans and customer interactions.
  • Ensure that procurement activities align with corporate objectives and service needs while adhering to legislation and Oldham Council's Contract Procedure Rules.
  • Challenge existing delivery models to realise optimal commercial solutions.

Required Skills & Qualifications:

  • Strong public sector procurement experience with the ability to provide expert advice on the Procurement Act.
  • Experience with PCR 2015 is advantageous.
  • Must be confident in reviewing reports and providing PA23 advice.
  • A background in construction repairs and maintenance is beneficial.
