Job Title: Business Analyst - Recovery Programme (Local Government)

Location: Berkshire (2-3 days in the office, remainder remote)

Contract Type: 6-month contract (inside IR35)

Rate: £450 per day

Role Overview:

We are seeking a Business Analyst with substantial experience in leading recovery programmes, particularly in transforming services and improving operational efficiencies. This role is essential to the Council's Recovery Programme, focusing on developing and implementing a Target Operating Model (TOM) that aligns with strategic objectives and enhances service delivery.

Key Responsibilities:

  • Support Programme Delivery: Collaborate with Programme Managers to develop and implement strategies for the Recovery Programme, ensuring alignment with the Council's goals.
  • Service Improvement: Lead the redesign of processes to enhance service efficiency, customer experiences, and automation. Focus on creating streamlined, user-friendly services.
  • Project Leadership: Manage and deliver projects, ensuring effective governance, risk management, and alignment with strategic objectives.
  • Stakeholder Engagement: Work closely with internal teams and external partners to drive project success and support overall recovery efforts.
  • Reporting & Compliance: Provide clear and transparent project reporting and ensure adherence to relevant policies and regulations.

Essential Qualifications and Experience:

  • Business Analysis Expertise: Minimum of 3 years' experience as a Business Analyst, particularly in recovery programmes or transformation projects within complex organizations.
  • Project Management Qualification: APMP, Prince2, P3O, MSP, or equivalent.
  • Proven experience in leading service improvement initiatives and process redesign, with a focus on enhancing operational efficiency.
  • Strong skills in stakeholder management and effective communication.
  • Ability to work across teams to drive strategic and operational goals.

Desirable:

  • Experience in Local Government or similar public sector environments.
  • Familiarity with recovery programmes and process automation.
