The Role:

?? As the Financial Assessments Manager, you will have overall management responsibility for adult social care and public health financial assessments and debt recovery functions. Your main objective will be to lead and manage the Financial Assessments Team to ensure timely and accurate financial assessments for individuals receiving adult social care and public health services, as well as efficient debt recovery. You will also provide guidance and support to senior managers and staff in complex cases and contribute to the development of good working relations with third-party organisations. ??

Key Responsibilities:

? Ensure equitable delivery of services for both councils and maintain high standards agreed upon by the Executives.

? Provide operational and motivational leadership to achieve excellent service delivery.

? Manage resources effectively, adapting to changing environments and policies.

? Recruit, train, and develop staff while adhering to relevant policies and codes of practise.

? Respond promptly and effectively to Member queries about financial assessments and debt.

? Support senior managers and care workers in complex cases related to finance.

? Assist in budget management and contribute to change programmes.

? Take part in commissioning, market testing, and contract management processes.

? Foster partnerships with private, voluntary, and public organisations.

? Handle difficult customer enquiries, complaints, and freedom of information requests.

? Ensure accurate implementation of charging regulations and advise on changes in legislation.

? Maximise income generation for both councils and implement debt recovery strategies.

? Ensure compliance with legislation, internal policies, and procedures.

? Review and make decisions on complex financial assessment and debt cases.

? Maintain the council's deferred payment scheme and annual reporting.

? Provide statistics and reports to senior management.

? Authorise escalation of debt recovery cases and oversee debt write-offs.

Qualifications and Experience:

�? To thrive in this role, our client is seeking candidates who possess the following:

Proven experience in managing financial assessments and debt recovery.
A deep understanding of adult social care services and charging regulations.
Strong leadership and people management skills.
Excellent organisational and problem-solving abilities.
Effective communication and interpersonal skills.
Familiarity with relevant legislation and policies in the field.
