About the job:

A unique opportunity has arisen as STACC and UKACCs are seeking an independent, highly skilled and experienced Policy and Technical Advisor. The position is a shared resource between the two organisations with the greatest proportion of time (approximately 80%) devoted to supporting STACC in its work and meetings.

The role requires a highly organised and articulate person with a strong background in a relevant area such as aviation services and/or political management, and stakeholder/community engagement. The person will be required to provide clear, unbiased and balanced advice to STACC and UKACCs members as well as a broad range of stakeholder interests.

They will in addition have excellent corporate governance and administrative skills and be able to demonstrate prior experience of delivering technical and procedural advice to a large committee or board with efficiency, diplomacy and integrity. A key function of the role will be to organise and manage a meeting environment where an open and constructive debate between stakeholders can take place, and to take forward outcomes of STACC's and UKACCs' deliberations working in close collaboration with STACC's and UKACCs' leadership.

They will need to be largely self-reliant, able to work independently and organise work and prioritise appropriately.

Responsibilities:

STACC

London Stansted Airport is a vital piece of the UK's national infrastructure and is also a major driver for both regional and national economies. London Stansted Airport is London's third busiest airport, currently serving around 28 million passengers a year. Many leading airlines have made Stansted their base.

The airport operator is committed to consulting widely with its neighbours, business partners and local authorities on its current and future plans. The airport's statutory advisory body, Stansted Airport Consultative Committee (STACC) has become a well-respected, independent committee representing stakeholders' interests and in acting as a critical friend to Stansted Airport. STACC aims to:

  • Foster communication and build understanding between the airport and its users, local authorities and interest groups.

  • Consider and comment upon the impacts of the airport's administration, operation and development in relation to:

  • The environment

  • The passenger experience

  • Surface access issues associated with the airport

  • Employment

  • The local, regional and national economy

  • The circumstances of local communities and their residents.

  • Consider and, if appropriate, respond to any factual or consultative reports, from Governmental or other sources, which are material to the operation or development of the airport.

  • Make suggestions to London Stansted Airport Limited where this might further the interests of those represented.

STACC members acknowledge that Stansted Airport provides economic benefits but that airport operations can impact people's quality of life and affect the environment.

Working with the Chairman of the Committee, the person will ensure that there is local political, community and stakeholder engagement via the Committee management and other direct engagement. To work with the Airport personnel to ensure effective liaison with the stakeholders.

  • Ensure compliance with relevant regulations, standards and policies governing airport operations and community engagement.
  • Provide technical advice and guidance to STACC on various aviation related matters including but not limited to airports operations, safety, security and environmental matters.
  • Serve as primary point of contact for all committee related correspondence, including scheduling of meetings, preparing agendas and distributing minutes.
  • Co-ordinate with airport departments and external stakeholders to gather necessary information and data for committee discussions.
  • Prepare and present technical reports, consultations responses and recommendations to the committee based on thorough research and analysis.
  • Maintain accurate records of all committee activities and decisions and ensure follow up actions are appropriately tracked and completed.
  • Maintain and develop the STACC website.
  • Stay abreast of industry trends and best practices and provide regular updates to the Committee.
  • Manage the STACC bank account and with the Chairman prepare an annual finance report and funding statement.

UKACCs

UKACCs is the national body for airport consultative committees (ACCs). Since 1980 the Chairs and Secretaries from the UK's largest airports have met annually to discuss matters of common interest and to share best practice and concerns. UKACCs Annual Meetings are hosted by a different airport each year.

Although UKACCs meets annually, member ACCs continue to discuss and share issues of common interest throughout the year via the UKACCs Secretariat.
