OverviewThe Procurement Manager will play a crucial role in ensuring that the client obtains value for money from its contracts while adhering to the Procurement Act 2023. This position involves managing procurement projects, maintaining compliance, and fostering positive relationships with stakeholders.
Main Responsibilities

  1. Procurement Project Delivery:
  • Lead and oversee various procurement projects, including tenders and framework call-offs, in alignment with the Procurement Act 2023.
  1. Guidance and Implementation:
  • Contribute to the implementation and guidance related to changes brought about by the Procurement Act 2023.
  1. Efficient and Compliant Processes:
  • Ensure that all procurement processes are efficient, legally compliant, and effective in delivering value for money.
  1. Policy Maintenance:
  • Maintain and update the organisation's Procurement Policy.
  1. Training and Development:
  • Develop, maintain, and deliver training sessions on procurement practices for staff.
  1. Stakeholder Relationships:
  • Build strong relationships with colleagues involved in the procurement process to promote best practices.
  1. Issue Escalation and Resolution:
  • Act as the point of contact for resolving procurement issues.
  1. Transparency Requirements:
  • Ensure transparency throughout the procurement process.
  1. Guidance to Team Members:
  • Provide advice and guidance to other members of the Procurement Team.
  1. System Support:
  • Support the updating or replacement of the finance and procurement system.
  1. Adherence to Management Systems and Policies:
  • Apply relevant management systems, procedures, and policies related to staff management, risk management, health and safety, information security, and business continuity.
  1. Safeguarding and Sustainability:
  • Understand and apply safeguarding policy and contribute to sustainability initiatives.
  1. Additional Duties:
  • Undertake any other reasonable duties assigned from time to time.

Person SpecificationEssential Criteria

  • Knowledge:

  • Familiarity with the Procurement Act 2023.

  • Qualifications:

  • Either qualified as a member of the Chartered Institute of Procurement and Supply (MCIPS) or able to demonstrate equivalent knowledge and capability.

  • Experience:

  • Proven experience of procuring a range of goods and services.

  • Skills:

  • Excellent IT skills, including proficiency in Microsoft packages (Excel, PowerPoint, and Outlook).

  • Strong influencing and negotiation skills with the ability to establish credibility.

  • Outstanding interpersonal skills for building positive relationships with internal and external stakeholders.

  • Flexibility to prioritise work and adapt to changing priorities without missing deadlines.

  • Well-developed written and verbal communication skills, capable of explaining complex information to diverse audiences.

  • Demonstrated commitment to excellent customer service.

Desirable Criteria

  • Experience:

  • Experience of procuring IT services.

  • Involvement in continuous improvement projects, including business process re-engineering and change management.

  • Participation in ERP system implementation.
