Senior Highway Engineer - Major Transport Infrastructure Delivery Team.

The Major Transport Infrastructure Delivery Team plays a pivotal role in delivering key transport infrastructure projects across Lancashire.

Reporting to the Engineering Team Leader, the Senior Highway Engineer will be
involved in developing and delivering highway schemes and associated engineering
activities within the multi-disciplinary Major Transport Infrastructure Delivery Team.

The postholder will play a prominent role in the development and delivery of transport infrastructure schemes of varying size and scale.

The postholder will identify challenges within transport infrastructure and design
solutions, working independently on some schemes and assisting the Team Leader
on larger schemes.

In this role the postholder will work closely with colleagues in the group throughout
scheme development, including optioneering, conceptualisation, feasibility, design,
approvals, procurement, and construction phases. The postholder will be responsible for preparing project documentation, including drawings, schedules, cost estimates, tender and contract documents.

You will have in-depth knowledge and relevant experience of the design, documentation, and related legislation of various infrastructure components across highway projects.

The postholder will work collaboratively across the group to develop programmes of work with consideration to project timescales or funding deadlines and support the complex programme of activity required to deliver major transport programmes.

The postholder will provide professional technical design input, review and oversee
the quality of work of more junior members of staff.

The postholder will be proficient with a range of industry standard computer aided tools software including AutoCAD and Microsoft Office Suite.

The postholder will ensure best value, achieve effective high-quality outcomes and
timely output of deliverables.

About the role & Key responsibilities:

You will:

Select and implement appropriate industry standard design specifications,
codes of practice and guides to design new and improved highway layouts and
facilities in urban and rural settings.

Be proficient with a range of industry standard computer aided tools software
including AutoCAD.

Drive and deliver the agreed outcomes within time, cost, and quality
constraints.

Undertake day to day management and leadership of the project design;
including overseeing designs produced by consultants and managing input
from other disciplines, to allow you to make informed decisions and act
accordingly to deliver the best outcomes for your projects.

Lead on engineering input at all stages of a project from conceptual design,
through the project cycle to site monitoring.

Assess and manage project risks, initiate mitigation, and instigate escalation of
issues to senior officers.

Conduct liaison or consultation with statutory authorities or undertakers as
necessary to implement the construction of the project.

Manage project design through internal and external governance processes
and external deadlines.

Work closely with all members of the team, supervise the work of other team
members and instruct, mentor, and guide junior members of staff.

Ensure that projects are delivered in accordance with applicable Health &
Safety, Environment and Quality policies and procedures.

Coordinate design work across specialist disciplines including; Traffic Signals, Flood Risk, Landscape, Street Lighting, Estates, Legal, Transport Planning, Planning, Highways Operations, Sustainable Travel, Public and Integrated Transport.

About you:

Hold a degree, or equivalent academic qualification, or have substantial
vocational experience ideally Engineering related.

Have significant experience in engineering design and design management.

Demonstrate knowledge and experience of developing design solutions to traffic/local road problems such as Alignment, Drainage, Pavement, Road Restraint System, Road Signs & Markings.

The ability to apply both creative-thinking and methodical / logical approaches
to problem solving coupled with attention to detail.

Demonstrate a good understanding of Health and Safety including CDM
responsibilities.

Have strong knowledge of computer aided design programmes including
AutoCAD.

Excellent interpersonal, written and verbal communication skills.

Ability to work under pressure, with good organisational skills and the ability to plan, organise and manage a complex workload, with shifting deadlines to meet specific targets.

Experience of working in a complex fast paced design and project/programme management environment, ideally in infrastructure or a related field and evidence of delivering sustainable results in a large organisation.
