About the Team

The purpose of Land & Property is to provide and sustain operational and investment property portfolios that are safe, flexible and value for money: enabling SCC to deliver its policies and services to clients, partners and stakeholders to benefit the residents of Surrey.

The Land & Property team is continuing to transform Surrey County Council's property portfolio in line with the Asset & Place Strategy (2019-2030), which sets out the Council's approach to the strategic management of its assets.

The portfolio is significant and diverse, incorporating over 1500 assets, valued in excess of £2bn and a Revenue budget of in excess of £35m pa.

About the Role

A fantastic permanent opportunity has arisen in our Strategy & Operations Team within Land & Property to make a significant difference to our residents' lives in the critical area of CFLL (Children, Families & Lifelong Learning) & Education.

As a Strategy Portfolio Manager, you will work as part of a high performing Strategy & Planning Team supporting the planning and delivery of Service ambitions in these areas, helping to shape better future outcomes for Surrey residents.

Top areas of Focus

  • Working across all areas of the CFLL property portfolio.
  • Alongside Service sponsors, leading the end-to-end delivery of all Full Business Cases.
  • Implementing the schools' estate strategy.
  • Aligning SEND (Special Education Needs & Disabilities) with the overall schools' strategy and working closely with the Capital Projects team.
  • Collaborating effectively with Service leads and internal Land & Property in house property experts.
  • Effective stakeholder management and programme reporting.

What it takes to be successful

To be considered for shortlisting for this position, you will already have experience in Strategic Portfolio Management, with insight into how a portfolio strategy influences the wider services to be delivered by a Land and Property function, and you will be able to balance policy development with effective operational management. An excellent analytical thinker, you will have the ability to translate ideas into action with the tenacity and focus to secure measurable execution at pace.
