Capital Programme Manager (Education)

Positive Employment is currently recruiting for a Capital Programme Manager for our client local government organisation based in Bristol.

The successful candidate will provide temporary leadership to the organisation's Education Capital Programme.

The Education Capital Programme is the vehicle for delivering a suite of capital projects both new builds, extensions and refurbishments with the goal of delivering the right number of school places, mostly related to delivering new Special Educational Needs and Disabilities (SEND) places in mainstream settings to meet the needs of children and young people with SEND.

The role will be responsible for the continued development, coordination, and implementation of the programme, including managing the day-to-day delivery of a multi-disciplinary programme team including. 3 x Senior Construction PMs. These PMs provide the client-side project management for several projects and work-packages, who are supported by suppliers/contractors for the delivery activities.

This is a 5 month starting contract with the possibility to extend. Hybrid working available.

Duties and Responsibilities but not limited to:

  • Establishing and maintaining appropriate governance for the programme, including progress reporting to the board.
  • Ensuring the programme team and the project managers are working to consistent approaches in line with PMO practices and principles.
  • Responsible for the day-to-day delivery of the programme incl. manage and lead the programme team and suppliers.
  • Updating and maintaining key programme controls (e.g. plan, RAID log, budget management) using BCC's project management software (PM3).
  • Provides visibility of the interconnectivity between projects and programme dependencies.
  • Providing visibility of the overall status of the programme and escalating risks and issues at pace, reporting progress through to Director of Education and programme board.
  • Leads on translation of client needs into deliverable projects and packages of work, and controls structured entry into the programme.

Personal Requirements:

  • Development and management of construction projects and programmes.
  • Experience of managing multidisciplinary teams including construction PMs.
  • Significant experience of managing programmes, and controlling change/additions into programme scope.
  • Ability to control and monitor budgets to achieve financial targets set out - including forecasting and monitoring.
  • Familiarity with public sector procurement and standard forms of construction contracts.
  • Knowledge of health and safety law, duties, and responsibilities in a construction setting.
  • Experience of Education service and Education Capital delivery (Desirable).

Working Hours: 30hrs, 5 shifts per week on rota basis, weekends included.

Pay: £530.00 per hour
