Compliance Contracts Manager - Fire 12 Month FTC

This role is required to ensure that statutory compliance obligations and requirements across the Group are met, and we adhere to all Health & Safety requirements, legislation, and best practice in relation to fire safety.

The successful candidate will work effectively with key internal colleagues and external partners and stakeholders to ensure they contribute to enabling the Group to fulfil all of its property related compliance, health and safety, and other statutory and regulatory obligations relating to fire safety.

Our Compliance team is currently undergoing a period of change, and this role will add to our growing and developing team.

Key Responsibilities

  • To lead and provide effective and efficient contract management and quality assurance to the Compliance team in relation to fire safety - covering fire risk assessment programmes, fire risk assessment actions, intrusive surveys and remediation programmes, and assistance with the requirements of the Building Safety Act 2022
  • Creating and monitoring servicing programmes, and programmes of work, including but not limited to intrusive surveys and façade remediation, and fire door inspections, in addition to being accountable for ensuring all KPI's are met across multiple contracts, and implementing performance management measures as per the contracts when KPIs are not met
  • Manage the financial and budgetary aspect of the compliance workstreams, including contract authorisation and payment process, identify opportunities to obtain value for money solutions through engagement with alternate suppliers or solutions, and ensure compliance with the Octavia approach to service charge setting, and providing insight to budget setting for future financial years
  • Develop, review, and update written policies, procedures, and technical briefs related to compliance workstreams for fire safety and associated assets
  • Assist with the procurement of new compliance servicing and maintenance contracts, including undertaking the transition of contracts, contractors, and data following the end of contracts through to the implementation of newly procured contracts, mobilising new contractors and providing accurate asset information
  • Maintain documentation of compliance activities, such as complaints received or investigation of outcomes, involving the use of CRM and the bespoke compliance management system to provide answers
  • Collate and report on overall monthly/quarterly and annual performance indicators for each compliance work stream, ensuring that effective pre, in-process and post completion quality checks are conducted and the results of such checks recorded and used to improve performance

Experience

  • Practical experience of working within a Housing Association
  • Working with a variety of internal and external stakeholders
  • Proven contract management and report writing
  • Working with change and implementation of improvement
  • Working on an out of hours rota providing escalation support to the call centre Knowledge
  • Exceptional working knowledge of the Regulatory Reform (Fire Safety) Order, Fire Safety Act, Fire Safety (England) Regulations 2022, and Building Safety Act
  • Technical insight and ability to create specifications for fire compliance

Qualifications / Skills

  • Fire safety qualifications: minimum of NEBOSH Fire Certificate
  • Membership of Institute of Fire Safety Managers, or Institution of Fire Engineers
  • Strong negotiation skills to manage stakeholders at all levels
  • Financial management and budget setting
  • Interpersonal skills to liaise with residents and provide responses to complaints

The salary for this role is £62,100 with up to 10% pension contribution.
