Overview

  • A local police service with a national role is looking to recruit two driven, committed, and experienced business-focused Project Managers, to deliver varied change management projects across the organisation.
  • The Project Managers will uphold best practice in project management methodology and help inform project management strategy. Experience in policing or the public sector is desirable but not essential, but experience of delivering organisational change in a complex environment is.

Duties and responsibilities

  • Has the authority to run the project on a day-to-day basis on behalf of the Project Board within the constraints laid down by them.
  • Has primary responsibility for ensuring that the project produces the required products within the specified tolerances of time, cost, quality whilst managing the scope and risk to achieve the benefits.
  • Be able to demonstrate compliance with corporate project management, governance, financial and procurement requirements in line with the Project Procedure and Gateway Approval Processes.
  • Where necessary, facilitate the start-up activity of projects to define scope, goals and deliverables.
  • Prepare baseline management products in conjunction with Project Assurance which are agreed by the board, including the project brief, plans and authorisation of work packages.
  • Prepare project reports as required, including highlights, issues and end project.
  • Prepare and maintain the project registers and logs in accordance with the governance and procedures requirements.
  • Advise the Project Board of deviations from the project plan.
  • Provide direction and support to project team; defining project tasks and resource requirements against the project timeline.
  • Attend dependency meetings and work proactively with other projects to ensure there is no duplication or conflicts in the work being undertaken.
  • Manage project monitoring and reporting, including the project budget and updating progress on the project to all stakeholders.
  • Manage external suppliers and account managers
  • Support project reviews as required.
  • Manage the close down of the project including actively engaging in lessons learnt to identify, including new working practices

Skills and experience required

  • Proven project management experience, delivering organisational change in a complex environment is essential. Not looking for IT-biased change PMs.
  • Experience working in a policing or public sector organisation is desirable.
  • Recognised and current qualification in Project methodologies to practitioner level.
  • Experience of working with senior management and stakeholders
  • Experience of managing concurrent projects including the effective planning and management of project staff and other resources.
  • Experience of detailed project planning and RAID management.
  • Experienced in monitoring projects, compiling accurate, concise records and writing reports suitable for a range of stakeholders, both internal and external.

Vetting

  • Non-Police Personnel Vetting (NPPV3) and SC Clearance is required to start in post. If you do not hold this level of vetting, processing can take up to 16 weeks (8 weeks NPPV3, 8 weeks SC).
  • If you don't hold NPPV3 but hold in-date and un-lapsed SC clearance, that would be a bonus, but my client is happy for candidates to apply who don't hold either clearance.
