Temporary Contract

The role is working within the Town Hall, Darlington, to assist the team in carrying out further competitions on frameworks and quotation exercises and drafting contracts and feedback letters. The role is initially for 3 months with the possibility of an extension. Knowledge of Public Contracts Regulations 2015 is essential as is previous role as a procurement officer.

**About the Role:

We are seeking a dedicated and detail-oriented Procurement Assistant to join our Resources team. This role is pivotal in ensuring that all procurement activities across the Council are legally compliant and deliver maximum value for money. As a Procurement Assistant, you will work closely with the Senior Procurement Officer and other colleagues to support various procurement projects, manage procurement processes, and contribute to the effective delivery of services.

Essential:

You must have Public Sector experience and knowledge of the Public Contracts regulations 2015 and awareness of the new Procurement Legislation.

**Key Responsibilities:

  • Assist in the implementation of the Corporate Procurement Strategy and Code of Practice.
  • Support procurement activities for high-value projects and below-threshold procurements.
  • Carry out procurement exercises, including the handling of quotations and tenders.
  • Assist in developing and implementing e-procurement systems and tools, such as e-tendering and e-invoicing.
  • Ensure procurement is conducted in a legal, ethical, and accountable manner in line with current legislation.
  • Provide advice and guidance on best practices, procedures, and legal issues related to procurement.
  • Maintain effective working relationships with key clients, stakeholders, and other council officers.

**What We're Looking For:

  • Experience in procurement, public sector contracting, or giving legal advice on contracts.
  • Ability to manage multiple projects and meet deadlines with minimal supervision.
  • Strong analytical skills and the ability to interpret and present complex information clearly.
  • IT literacy, including proficiency in MS Word, Excel, and other office packages.
  • Excellent communication skills, both oral and written, with the ability to influence and advise various audiences.
  • A flexible and proactive approach to a dynamic work environment.

**Desirable Qualifications:

  • A degree or formal management qualification (e.g., MBA/DMS).
  • Membership in the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent.
  • Project management qualifications, such as Prince 2 foundation level.
