As an experienced strategic leader, the role of Programme Director (workforce planning) is to provide overall leadership and direction for the organisation's workforce planning and implementation. With oversight of the various workstreams and excellent stakeholder engagement skills, you'll define the programme goals and objectives - developing and delivering an overall plan which supports the service's strategic objects.

You'll positively engage and collaborate with stakeholders at all levels across the organisation to ensure you understand the various needs, expectations and challenges in different areas.

You will ensure transparency of your plan across the organisation and work to support different areas to deliver to it. You'll prepare regular updates to the Executive to demonstrate performance against the key milestones and will flag any risks or opportunities promptly.

You'll be responsible for establishing effective governance mechanisms to monitor program progress, mitigate risks and make timely decisions. As well as ensuring projects track to budget and financial resources are uitlised effectively.

You're accountable for:

  • Overseeing the programme of work required to ensure each area is delivering against it, to ensure key milestones are met and the service is resourced to meet our service standards.
  • Providing data driven insight to inform and develop the workforce plan, adapting to changing needs and issues as they arise. Aligning capacity to demand, ensuring skilled resource is available to tackle variable operational flows.
  • Ensuring integration of the workforce plan with all other project plans and changes impacting the same groups.
  • Working with HR and our specialist casework areas to ensure effective upskilling and training and ensuring the resource and tools are in place to provide this at pace and to a good standard.
  • Regularly reporting to the Executive and Board on delivery of the workforce plan.
  • Pro-actively managing the governance of all areas of the plane through metric based analysis and risk mitigation.

Your skills and experience includes:

  • Track record of designing and delivering wide ranging projects from start to finish, covering people, design, processes and technology using Change Management frameworks, methodologies and toolkits.
  • Excellent stakeholder management skills and ability to influence others to improve services, including in authoring and presenting at Board level on key decisions, performance considerations or issues.
  • Technical capability in resource planning and modelling, demonstrating the ability to build staff capability across a complex business would be helpful, but not necessary.
  • Strategic leadership experience in a customer facing service.
  • Ability to articulate strategy and ensure it is turned into actionable plans that are successfully embedded and measured.
  • Being a confident, inspiring and credible communicator able to clearly articulate and bring people with you.
  • Ability to manage risks well, including consistent and effective management of key controls.
  • Flexibly and pragmatically applying project management discipline with minimum bureaucracy to unlock business change
