About Us

The Education Endowment Foundation (EEF) is an independent charity dedicated to breaking the link between family income and educational achievement.

We do this by supporting schools, colleges and nurseries to improve teaching and learning through better use of evidence. We generate research evidence on effective practice in supporting learning outcomes and narrowing the socioeconomic attainment gap, and we work with education professionals to ensure this evidence is applied to achieve the maximum possible benefit for children and young people.

The EEF's reach and impact has been tremendous: the English education system is now one of the most evidence-informed in the world. Over half of state primary and secondary schools have taken part in an EEF-funded trial, and 70% of all school leaders use the Teaching and Learning Toolkit to inform their decision-making.

Our newly established Programme Development and Scale-up team is responsible for commissioning, evaluating and managing early-stage programme development, pilot studies and scaling successful programmes.

We are now looking for a Head of Programme Development and Scale-up to join us and lead our new team on a full-time, permanent basis.

The Role

As the Head of Programme Development and Scale-up, you will lead our Programme Development and Scale-up team to ensure the successful development of education programmes that support our mission to improve outcomes for disadvantaged learners.

Establishing the new team, you'll lead the transition of existing staff and shape the roles within the team, ensuring staff work effectively and cohesively. Overseeing all aspects of the team's outputs, you'll ensure mission-driven commissioning, continually review quality standards and handle the risk and project management of programmes and evaluations.

You'll oversee the development and implementation of programme pipelines, from early-stage development to large-scale projects. Working closely with the Head of Programmes, Head of Evaluation and other senior leaders, you will align strategies and deliver high-quality research outputs.

Additionally, you will:

- Implement data collection, monitoring and reporting
- Lead engagement with relevant scale-up experts and funders
- Work with the Evidence Mobilisation, Policy and Synthesis teams to develop new projects
- Build and maintain a strong network of contacts

About You

To be considered as the Head of Programme Development and Scale-up, you will need:

- Extensive experience in delivering or commissioning multiple projects in education, health or another related field
- Expertise in social inequality in education
- Strong knowledge of evaluation methods and theory of change design
- Familiarity with quantitative impact evaluation methods
- An understanding of the practical challenges in setting up independent evaluations of education programmes in early years settings, schools and/or post-16 settings in England
- Strong organisational and project management skills
- An understanding of creating system change and approaches to change behaviour
- A proven track record of leading, motivating and managing the performance and development of a high-performing team
- Exceptional interpersonal and written communication skills
