My client are seeking a Service Manager – Assets to support the Head of Service in the strategic, operational, and financial management of the service area. This role is pivotal in acting as a change agent, ensuring positive outcomes for residents and stakeholders, and delivering Strategic Asset Management. The successful candidate will develop long-term plans that prioritise resident and community needs, ensuring our homes and services are future-proof.
Day-to-day of the role:
- Lead and coordinate Capital and Revenue investment programmes across Council Housing.
- Support the establishment of overall asset strategies, investment profiles, and options appraisals using reliable asset data.
- Implement 5-year Capital/Revenue programmes aligned with strategic priorities.
- Coordinate the collection and management of asset and condition data to enable effective programme development.
- Collaborate with colleagues and partners to develop and deliver proposals, commissioning specialist input as needed.
- Introduce and implement standard Operating Procedures, updating them to reflect changes and new learnings.
- Develop a team approach to data and intelligence, establishing key relationships for holistic planning and programming.
- Champion the Asset Management Strategy, ensuring policies and plans meet the Kirklees Housing Standard.
- Oversee asset/technical specialists and manage assigned managers, ensuring programmes are delivered on time and within budget.
- Provide assurance of accurate and up-to-date asset data to support programme development and strategy execution.
- Monitor and support the commissioning and procurement processes, managing quality and value for money.
- Oversee complaint investigations, ensuring efficient resolution and implementing solutions to service gaps or failings.
- Work collaboratively to monitor, analyse, and improve services, aiming to enhance tenant satisfaction and provide safe, secure homes.
Required Skills & Qualifications:
- Degree in Construction, Housing, or Project Management, or equivalent (Essential).
- Professional membership of RICS/CIOB, CIH, or APM (Desirable).
- Prince 2, MSP, APM qualification, or equivalent (Essential).
- Proven ability to deliver a multi-faceted asset management strategy (Essential).
- Excellent written and verbal communication skills (Essential).
- Experience working with partner organisations to achieve common goals (Essential).
- Knowledge of Health & Safety Legislation relevant to the role (Essential).
- Ability to mentor, support, and empower staff (Essential).
- Flexibility and independence in managing competing priorities (Essential).
- Experience with elected members and political awareness (Desirable).
- Strong commercial awareness with budget and contract management experience (Essential).
- Familiarity with the regulatory framework for the Home Standard (Desirable).
- Valid driving licence and access to a car for work-related travel
