Robertson Bell are assisting this public sector organisation in their search for a new and permanent Head of Finance. In this role you will provide a comprehensive and professional financial reporting service, overseeing and maintaining financial accounts, management accounts, and technical accounting aspects such as capital, tax, leases, and grants. You will work closely with the Deputy Director of Finance to deliver an effective financial reporting service and continuously seek to improve the team. This role involves managing a team of four and contributing to reports presented to the Senior Leadership team.
Key Responsibilities will include:
- Lead the development of annual budgets and facilitate budget approval meetings between the Executive Management Team and budget holders.
- Prepare the annual budget report for management and the Board, detailing year-on-year changes.
- Communicate expected budget deviations to the Executive Management Team and assist managers with business cases and commentary for various reports.
- Oversee the preparation of annual financial accounts by maintaining financial records and producing statutory accounts for both individual entities and consolidated groups.
- Ensure timely and accurate accounting for fixed asset housing properties, associated grants, and other non-housing fixed assets in compliance with accounting standards and policies.
- Manage capital accounting activities, accurately handling capital expenditure, monitoring balance sheet values, and providing comprehensive reporting on all financial movements throughout the year.
- Implement and maintain budget controls to ensure the production of accurate monthly management accounts through delegation to direct reports.
- Oversee the balance sheet, including monthly reconciliation of all control accounts, and report on capital program expenditure.
- Assist with the creation and submission of corporation tax returns as needed.
- Deputise for and support the Deputy Director of Finance in developing financial strategies, particularly for cross-service and cross-organisation initiatives.
- Manage and train a team of four staff, ensuring they receive the necessary training to meet team objectives, and maintain motivation and performance monitoring.

Essential criteria to be considered includes:
- Fully qualified Accountant.
- Proven experience in preparation of statutory accounts for single entities and consolidated group accounts.
- Ability to prepare and present clear and concise financial reports.
- Creation of budget working papers aligned with a financial business plan.
- Previous experience managing a small finance team.
- Excellent communication skills.
