We're looking for a dedicated Senior Highway Engineer to join our Capital Maintenance Team in the Strategic Infrastructure Directorate here at Calderdale Council. Job Description

As Senior Highway Engineer, Capital Maintenance, the focus is on critical maintenance activities, including patching, surface dressing, and resurfacing schemes, to address deterioration and extend the lifespan of our roads and footways. These activities are pivotal in preventing deterioration, enhancing road safety, and improving driving conditions for the community.

You will provide specialised expertise in highway capital maintenance, involving providing technical guidance and support in the planning, design, and execution of maintenance projects.

You will assess road conditions, determine appropriate maintenance strategies, and ensure that all projects are carried out efficiently, within budget, and in compliance with relevant standards and regulations.

You will simultaneously deliver multiple complex projects and delivery programmes, programming works, selecting suitable materials and techniques for patching, surface dressing, and resurfacing, as well as managing the logistical aspects of project delivery. You will collaborate with other departments, contractors, and the public to ensure that maintenance activities are coordinated effectively and minimise disruption to road users.

The Successful Applicant

A background in Highway maintenance principles and practices associated with highway maintenance and programming highway works, with project management, design, stakeholder engagement, budget oversight, contractor management and strong communication skills would be ideal for this role.

  • A competent Highway engineering professional with a background in Construction, Engineering, Highways or related field.
  • A relevant Degree related to the Construction & Built Environment (e.g. Civil Engineering, ) or similar relevant working experience.
  • Must hold a full UK driving licence
  • Experience of managing staff, contractors and subcontractors, and leading project teams.
  • Identify and manage Health and Safety risks, both in design and construction.
  • Assess and decide on interventions on design approach in dealing with wide range of structural issues associated with the highway.
  • Ability to carry out level surveys and design vertical alignments.
  • Demonstrate organisation of all stages of scheme such as design, cost estimates, site investigation, and decision making for structural maintenance interventions.
  • Ability to manage Section 278 and 38 Agreements with third parties. (Do we want this?)
  • Working knowledge of the Manual of Contract Documents for Highway Works
  • Working knowledge of the DMRB.
  • Demonstrate awareness of Traffic Engineering projects in accordance with TSR&GD.
  • Project and design management, organisation, budget management and excellent interpersonal skills.
  • An understanding of local authority or public sector procurement processes and regulations would be an advantage
  • An excellent communicator at all levels, with managing senior stakeholder relationships, customer and public facing communication and leading project teams.
  • Ability to use AutoCAD to a basic level.

What's on Offer

This role offers a starting salary of £43,421 at Grade P09. This salary is subject to a national Pay Award, so there will be an increase from that amount which is yet to be confirmed. The salary will increase in increments up to top of the band at Grade P012 which is £46,464.
