Public Health Consultant

A local authority in East London is looking for an experienced Consultant in Public Health to lead and advance two critical projects that align with their evolving public health portfolio. This is a part time, hybrid role working 3 days a week.

Scope of Work:

1. Planning, Licensing, and Regeneration

Objective: To strategically integrate public health considerations into the council's planning, licensing, and regeneration processes.

Key Responsibilities:

  • Review and Assess: Examine key public health actions and best practices related to planning, licensing, and regeneration. This includes responses to planning and licensing applications, conducting health impact assessments, and more.
  • Stakeholder Engagement: Engage with local stakeholders across the Council and a council-owned regeneration company to assess the current and potential applications of these practices locally.
  • Prioritization: Identify the highest-impact areas where public health engagement can be prioritised, considering current resources and capacity.
  • Recommendations: Provide actionable recommendations on public health skills, structure, and resource development needed to maximise effective outcomes in these areas.

2. Scoping a Strategic Approach to Health Inequalities

Objective: To develop a long-term, strategic approach to addressing health inequalities in the borough, building on the principles of the 'Marmot place' approach.

Key Responsibilities:

  • Strategic Development: Support the borough place partnership in co-producing a strategic approach to health inequalities at the place level, using evidence-based approaches like the Marmot Principles.
  • Collaboration: Work across the partnership to embed this approach into ongoing operations, ensuring it becomes a core aspect of business as usual.
  • Data Integration: Develop and collate key datasets, including Marmot indicators, the Health Foundation Local Authority dashboard, and the CORE20Plus5 dataset, to inform the strategic approach.
  • Learning Application: Apply insights from Coventry City Council's experience as the first 'Marmot City' to guide the journey.

Estimated Work Time: 20-25 days

Required Skills and Experience:

  • Public Health Expertise: Strong background in public health, particularly in addressing health inequalities and integrating public health into urban planning and regeneration.
  • Strategic Thinking: Ability to develop long-term, evidence-based strategies and embed them into existing structures.
