Tenancy Management Officer

for a Local Authority in Oxfordshire

Responsible for the tenancy and void management of a defined number of properties within Oxfordshire. To act as a first point of contact for members, tenants and other Council services in respect of Council owned residential properties.

To provide a high quality, customer focussed service covering all aspects of void and tenancy management including transfer visits, welcome visits, tenancy changes, tenancy terminations and enforcement of tenancy conditions.

Role Responsibilities and duties

Customer Care:

  • Manage a defined number of residential properties and to act as a first point of contact for the tenant ensuring that a high quality of customer care and service is delivered at all times. Responsibility for providing customers with advice on a range of housing related topics including mobility, bereavement and financial liabilities arising from tenancy terminations
  • Maintain an expert professional knowledge of current landlord and tenant legislation, guidance, best practice, and case law.

Voids and Mobility:

  • Responsible for maximising rental income and reducing void costs by prompt termination and re-letting activities, marketing vacant Council properties for re-letting through designated media.
  • Responsible for the entire process of tenant mobility from application to sign up, assisting tenants to complete transfer applications and bid on properties where required, organising property viewings, providing references, and completing assessments, finally ensuring that new tenants are fully aware of their contractual terms, rights and obligations relating to the Tenancy Agreement

Welfare & Safeguarding:

  • Responsible for managing housing issues for customers dealing with stressful situations in an organised and professional manner by following the Councils policies and procedures on issues such as Safeguarding, Death, Domestic Abuse, Welfare Concerns, Child Protection and Mental Health. Liaising with external support and medical agencies, as necessary.
  • Ensure the welfare of tenants and residents in emergency situations including fire and, floods by being the Council's lead housing presence on site locating emergency accommodation and ensuring tenants are safely transported where required.

Personal Responsibility/Co-ordinating:

  • Responsible for the co-ordination of activities involving a range of Council teams and external agencies through collaboration, negotiation, and communication, ensuring that all relevant officers and agencies attend patch meetings to inform and provide consistently excellent customer services.

Budgets:

  • Manage the Estate Improvement budget for the area, consulting and engaging with members, tenants and leaseholders on projects and ensuring that the budget is fully utilised.

Report Writing/General Administration:

  • Produce performance management reports and statistics as required and assist with other tasks and projects as requested by members of the Housing Management Team and the Tenancy Manager.
  • To record and maintain accurate, up to date and comprehensive electronic records of all actions taken, ensuring all relevant support documentation and correspondence is complete.
