Team Manager - Court Team

Our Client Harrow Council, is looking for a Team Manager to join their Court Team.

Main Purpose of Post:

The overall purpose of the Team Manager role is to ensure that the work of the team is correctly focused, within the policy and procedural frameworks of the council, and is consistent with the relevant legal and regulatory frameworks in their service area. The Team Manager should ensure that there is a calm and ordered approach to the work, with team members working collaboratively to improve the lives of children and young people. It is the role of the Team Manager to create these conditions in the team, whilst operationally managing the work of the team.

Principal Responsibilities:

  • Ensure that all children and young people have a Care and Support plan deriving from an Assessment of their present circumstances.
  • Ensure that all children and young people on the Child Protection Register have a Child Protection Plan which is SMART, relates to the risk issues and is outcome focused.
  • Enable the development of sound relationships between young people, Social Workers and Wellbeing Officers, as the foundation for relationship based social work that enables effective planning and ensures the safety of children and young people.
  • Ensure that where there is no improvement in the circumstances of children and young people, that this is actively considered with a view to escalating the level of involvement into a legal framework in order to ensure that drift and delay is avoided.
  • Ensure that all timescales arising within court proceedings are met, or if this is not possible, ensure that this is brought to the attention of partners within the legal process at the earliest possible opportunity.
  • Provide clear management direction to staff particularly when dealing with urgent or emergency situations.
  • Provide regular, high quality monthly supervision to staff in order to ensure that children are getting a good service and also to ensure that staff have the skills, training and aptitude to do their work to a good standard.
  • Create the culture and ethos of the team as being one where staff are co-operative, collaborative and work as a team to improve the lives of children and young people.
  • Ensure that plans for children are SMART and focused on the need for safety, stability and permanence for children.
  • Ensure that Child Sexual Exploitation, Modern Day Slavery and any other relevant issues remain constantly under consideration for individual children and young people, and ensure that they are appropriately acted upon in a timely way where relevant.
  • Ensure the timely management of plans and assessments on WCCIS
  • Ensure that changes in the circumstances of children and young people (such as address, legal status, placement etc) are recorded on WCCIS in a timely way
  • Ensure that significant decisions about children are reflected on the case file as Management Oversight.
  • Ensure that performance data is used in the team to inform both practice and performance
  • Ensure that significant issues relating to children and families are escalated appropriately to the relevant Senior Managers.
  • Encourage and maintain the use of the Signs of Safety model in work with children and families, and enable staff to attend relevant training in relation to this.
  • Ensure that any relevant meetings such as Strategy meetings, Legal Planning Meetings are convened in a timely way to ensure that decision making can be efficient and effective.
  • Provide a quality assurance function in relation to the work done by team members.
  • To be an active and contributing member of the Operational Management Group.
  • Maintain oversight of all complaints in the service area, and draft responses where necessary.
  • To develop and maintain effective working relationships with staff from other statutory agencies and voluntary agencies.
  • Be responsible for managing health and safety of the services for which you have operational management responsibility as laid down in Council's Health & Safety policies and arrangements.
  • Ensure principles of equality and diversity are embraced and underpin all work for employees and service users.
  • Ths position has a requirement for an Enhanced DBS Check, this position is classed as regulated activity under the Safeguarding of Vulnerable Groups Act 2006 as amended by the Protection of Freedoms Act 2012 and will be subject to a check to the list of those people barred from working with children.
  • To be responsible for the development and implementation of health and safety principles and practice as laid down in Council's Health & Safety policies and arrangements
  • To be responsible for implementation of equal opportunities principles and practice as laid down in the Council's Equalities Policy
