Operations Assistant - Fixed Term Contract for 6 months

Our client is looking for an Operations Manager to ensure the efficient, safe, and legally compliant operation of their community council's assets, land, and facilities. This role involves managing facility usage, contracts, and our Parish Guardian Scheme, as well as maintaining a clean and safe environment for the community. The successful candidate will also assist in managing small projects and attend Operations Committee meetings.

Day to Day of the role:

  • Prepare, implement, and review business plans and performance indicators for the council's assets.
  • Manage asset reviews, valuations, and viability appraisals, and oversee asset maintenance and acquisition.
  • Procure and contract for operational aspects of the council's activities, seeking cost reductions while maintaining or improving services.
  • Develop and maintain relationships with service delivery partners and ensure excellent customer care.
  • Prepare and present reports, representing the council to partner organisations.
  • Implement and regularly review policies and procedures for facility operation, ensuring compliance with health and safety legislation.
  • Manage facility security, respond to emergencies, and coordinate contracted facility hires.
  • Lead preventative and reactive maintenance, prepare tenders, and manage contractors.
  • Contribute to project development, coordinate public consultations, and manage external consultants.
  • Oversee allotment management, ensuring compliance with tenancy agreements and maintaining records.
  • Manage the council's dog bin service, including tender processes and service provider performance.

Required Skills & Qualifications:

  • Experience in asset and facilities management, including contractor management.
  • Knowledge of health and safety and security principles.
  • Understanding of contract monitoring and management.
  • Availability to work evenings and weekends as needed.
  • Understanding of local government operations.
  • Confident in presentation, negotiation, and communication.
  • Proficient in MS Office and managing health and safety standards.
  • Ability to work independently, plan and monitor workload, and meet deadlines.
  • Skilled in budget management and establishing effective working relationships.
  • Ability to write detailed reports and business documents.
  • GCSEs or equivalent, including Maths and English, and evidence of continuous professional development.
