Procurement Officer and Contracts Officer

  • Salary: £37,984 per annum

My client are seeking a Procurement Officer to deliver a professional, best practice and compliant end-to-end procurement service. This role involves strategic contract management for medium-sized procurements/contracts and occasionally delegating for Procurement Managers. The successful candidate will ensure compliance with contract standing orders and transparency obligations, and uphold the organisation's interests in all contractual dealings.

Day-to-day of the role:

  • Run tender processes professionally, compliantly, and timely, working closely with budget holders.
  • Provide procurement and contract advice, guidance, and oversight, ensuring best practice methodologies.
  • Manage commercial contract management of assigned contracts, maintaining the organisation's reputation.
  • Support the improvement and maintenance of E-procurement systems to meet organisational needs.
  • Handle the Declaration of Interest, Contract Standing Orders waiver and variation processes, and risk management.
  • Develop and implement contract performance oversight to capture supplier performance, including social value and inclusive growth obligations.
  • Ensure compliance with public procurement legislation and internal processes.
  • Manage procurement recording systems, contracts register, and supplier information register.
  • Support the evaluation of projects and contracts, including KPIs and performance management.
  • Develop and implement tools, processes, and solutions across the procurement/contract lifecycle.
  • Manage the disposal/recycling of assets in compliance with the Waste Electrical and Electronic Equipment Directive.

Required Skills & Qualifications:

  • Degree level education or equivalent relevant experience.
  • Practical experience in a similar role within a commercial, procurement, or contract management function.
  • MCIPS or IACCM qualification (or working towards) and ongoing membership of the relevant body.
  • Strong knowledge of tendering procedures, procurement and contract management principles.
  • Experience with EU Directives and Public Contracting Regulations.
  • Ability to contribute effectively to team objectives and organisational vision.
  • Skilled in advising on procurement matters to a range of stakeholders.
  • Proven negotiation, influencing, and persuasion skills to achieve value for money.
