Review Adjudicator

Morgan Hunt are currently working with one of the UK's Ombudsman Bodies, in their search for a temporary Review Adjudicator to undertake detailed review and adjudicate on disputes and investigations, ensuring all cases are dealt with fairly and impartially.

Using attention to detail, logical and an inquisitorial approach to investigating disputes, you will assess complex complaints to ensure that cases are thoroughly considered in line with casework quality standards, policy jurisdiction and dispute resolution principles. You will play a key role in the Dispute Resolution process - undertaking investigations of more complicated complaints, and reviews of all complaints.

You will also undertake in-depth quality, content and methodology reviews of casework completed by other Adjudicators and Investigators, to consider whether the original decision is valid. You will communicate the outcome of decisions, orders and recommendations to all involved parties within an appropriate timescale, ensuring that work is of a high quality and meets our casework standards.

The successful candidate will have strong experience within Adjudication, Dispute Resolution and Complaints Investigation within the Ombudsman, Regulation or Social Housing Sector. You will have proven experience of decision making and case/evidence review, complex analysis of information and the ability to scrutinise decisions objectively. You will have strong communication skills, with the ability to write high-quality reports and deliver against set targets.

Hourly Rate (Umbrella): £35.00 - £37.00

Hourly Rate (PAYE): £27.00 - £31.00

Job Type: Temporary (6 months, potential extension or permanency)

Hours: Full-time (35 hours per week)

Key Responsibilities

  • Investigating and reviewing complaints within the jurisdiction of the Ombudsman.
  • Adjudicating on disputes, some of which will be difficult and complex, and defending those decisions despite criticism and challenge from affected parties
  • Analysing information, identifying key issues in order to make clear and confident decisions
  • Assessing the review request, its merits and whether the information and evidence available has already been considered as part of the original investigation
  • Identifying new evidence and deciding if further evidence needs to be obtained from the parties
  • Considering if the reasons in the original decision were clear and accurate and if/how the new evidence affects the decision
  • Assessing all the available evidence and providing the parties with the outcome of the review decision giving reasons for the decision, considering any orders and recommendations that may previously have been issued
  • Issuing a review reject if there is no merit following the above considerations
  • Issuing a review response within 12 weeks of the review request, unless a priority case then decision will be issued sooner. If further information is required or there is a change to the determination, issuing a final decision within 16 weeks of the review request
  • Working collaboratively with colleagues across the organisation.
  • Mentoring and coaching new investigators and adjudicators
  • Sharing your knowledge and expertise through training and writing guidance
  • Supporting the Ombudsman and all relevant Directors and Heads of service in progressing and developing our approach to dispute resolution
  • Leading on and participating in relevant Business Plan projects
  • Articulation of decisions on jurisdiction/intervention/investigation/review
  • Formulation of appropriate and proportionate orders and recommendations, and compliance monitoring
  • Liaising with appropriate external stakeholders including landlords, MPs, councillors and tenant representatives
  • Supporting our approach to quality assurance and risk management
  • Responding to relevant Freedom of Information and Data Protection Act requests
  • Accurate and timely recording of casework into the casework management system

Personal Specification

  • Significant experience of Adjudication, Dispute Resolution and Complaint Investigation
  • Significant experience within one or more of following sectors - Ombudsman Bodies, Housing Associations, Local Authority, Regulatory or Membership/Industry Bodies
  • Experience of reviewing, auditing and recommending improvements around complex casework decisions including content, methodology, correctness and evidence consideration
  • Ability to deliver again set targets and KPIs
  • Excellent verbal and written communication skills - active listening skills, ability to speak confidently and clearly
  • Experience in producing written reports across difference audiences
  • Strong research and analysis skills - including large volumes of complex information
  • Organised, proactive and collaborative individual
  • Ability to manage difficult conversations and have effective conversations with a range of people
