Procurement Officer required for our public sector client to work on a Hybrid basis
Client: Local Authority in South London
Job Title: Procurement Officer
Pay Rate: £21.75 per hour PAYE or £28.31 per hour UMB (Inside IR35)
Hours: 36 Hours a week (Mon-Fri) Hybrid 1-2 days in the office
Duration 3-6 Month Contract (likely extension)
HHSRS required
To commission and procure, the supply of accommodation, including temporary accommodation, direct lets, and private rented sector accommodation. and provide effective contract monitoring.
To work closely with the Procurement Manager in developing and implementing new initiatives to PRS landlords to increase the supply of PRS properties to ensure that supply meets demand.
Promote and market key private rented sector schemes to landlords, letting agents, developers, and other external partners, with ongoing high quality relationship management of all key stakeholders.
Assess and be first line approver for payments relating to Landlord Incentives up to a certain limit and work with the finance team and Procurement Manager to ensure that effective systems for monitoring and evaluating the accommodation budget are in place.
To be responsible for negotiating and procuring excellent quality accommodation across the private sector both Temporary and Private Rented Sector Accommodation for homeless households and prevention on behalf of Housing Needs and Homelessness Service and other client departments to meet individual and business targets, raising early alerts on any procurement risks.

- To negotiate with managing agents to maximise procurement opportunities in line with procedures to demonstrate best use of financial resources to reach an optimum portfolio mix.
To administrate promote and develop the client's various housing procurement initiatives and projects.
And participate in an effective marketing strategy to all relevant internal and external partners, including Landlord forums, trade events and contribute to the design and content of promotional materials.
To develop and maintain effective relationships with private sector landlords, local managing and lettings agents and owners of empty properties to secure use of privately rented properties for households in housing need in the borough.
