Job Summary:

Supporting our Planned Programme by managing large contracts to deliver high quality, investments and improvements in stock. Ensuring that Assets are improved in accordance with agreed standards and meet all regulatory requirements, including Home England's Decent Homes Standard.

Oversee the successful delivery of large scale, multi-year projects and contracts, leading on budgetary control, contract coordination, management and administration to ensure services are delivered to customer satisfaction, agreed standards, required level of performance and achieve Value for Money.

Role Specification:

  • Lead and manage individual contracts and programmes for component replacement and improvements; ensuring that all properties are maintained to Government Decent Homes standard; contract costs remain within budgets; works are of high quality; high levels of customer satisfaction are achieved; and contracts are delivered within statutory and company requirements.
  • Manage all day-to-day contract and/or commercial issues and disputes, ensuring they progress according to due process and are resolved with minimum impact and without detriment to the company.
  • Undertake the role of Contract Manager/Client Representative on partnering/delivery contracts ensuring a positive working relationship which supports a partnering approach.
  • Inspect the quality of work completed by partnering contractors, and review costs and performance, proactively identifying and taking appropriate steps to achieve improved performance.
  • Responsible for the financial accounting functions for capital and service budgets including cash flow and financial forecasting on monthly basis including written variation reports.
  • Ensure that all properties comply with statutory Landlord Health and Safety requirements and ensure that partners and contractors comply with their statutory Health and Safety requirements.
  • Support the effective procurement of partners or contractors in accordance with the most economically viable outcomes in terms of cost and service delivery in accordance with our Procurement Strategy.
  • Contribute to the development of the Annual Investment Programme, ensuring it fits within allocated budget and publishing to stakeholders and tenants.
  • Develop successful partnerships, working with key stakeholders to ensure the effective co-ordination and delivery of services with other organisations, agencies and partners. Ensuring that strong partnerships are in place to provide excellent, inclusive, value for money services to our tenants.
  • Contribute to the development and delivery of the asset management strategy identifying both the programme of works and the budget in the short, medium and long term to ensure the stock is sustainable, well managed and meets the Decent Homes standard.
  • Working with the Senior Surveyor seek to maximise investment in stock and the environment through Government funding programmes and other partnerships.

PERSON SPECIFICATION

  • Substantial experience, at a surveyor level, of Asset Management, Property Investment and Public Procurement, together with a relevant technical qualification, e.g. Member of CIOB or intermediate grade RICS or Member of Chartered Institute of Housing.
  • Proven track record of managing £1million+ planned improvement projects resources, budgets and contracts with an ability to identify and eliminate risks, ensuring value for money and the delivery of high-quality services whilst making sound financial judgements based on solid experience.
  • Substantial experience of delivering successful outcomes through robust performance management, together with proven project management experience
  • Ability to successfully manage complex projects, working within tight deadlines and budget, whilst promoting stakeholder involvement at all levels
  • Ability to understand and present technical information clearly and communicate matters related to asset management to a varied audience
  • Ability to draw logical and accurate conclusions from complex information whilst also identifying sound and effective solutions to a variety of different problems.
  • Be able to work as part of a team, taking responsibility for clear communication and taking a positive approach to resolving problems and providing support across all teams.
  • A valid driving licence and use of own car
