  • Pay Rate: £50-£65 ph Umbrella
  • Location: Rochdale, Number One Riverside, Smith Street. Hybrid working.
  • Job Type: Full-time, temporary.
  • Contract: Initially until 31/01/25

We are looking for a Development Manager to lead the Development Management function within the Economy and Environment Service at Rochdale Metropolitan Borough Council. This role is crucial for providing a customer-focused service and managing the performance and development of staff to meet the Council's responsibilities in managing development and heritage assets, as well as the use of enforcement powers.

Day to Day of the role:

  • Lead and manage the Development Management Service to exceed national and corporate performance targets and standards.
  • Develop and maintain effective links with other Council services, partner organisations, and external stakeholders.
  • Innovatively apply policy and lead negotiations on major and complex planning applications and legal agreements.
  • Ensure service quality management procedures are followed, with robust recommendations and decisions for planning applications.
  • Attend and provide professional advice at Council committees and meetings.
  • Integrate enforcement and development activity, providing timely advice to enforcement staff.
  • Investigate and respond to complaints, including those from the Local Government Ombudsman.

Required Skills & Qualifications:

  • Recognised qualification in Town Planning or equivalent.
  • Experience in managing development management, enforcement, heritage, and technical support teams.
  • Proven ability to manage budgets and interpret financial information.
  • Experience working across Council services and with partner organisations to deliver major projects.
  • Performance management experience, with the ability to manage staff and change to deliver service improvement.
  • Committee experience and ability to present the Council's case at planning/enforcement appeals and public inquiries.
  • Knowledge of legislation, policies, best practice, and emerging guidance in development management services.
