Health & Safety Manager

About the role

This position is responsible for managing the compliance of all aspects of Health, Safety, Environmental, Security and Quality systems for the Trafford Park and Deeside facilities.

Trafford Park is an upper tier COMAH site and must comply with Process Safety Standards according to COMAH regulations.

The Health and Safety Manager has overall responsibility ensuring our sites are a safe place to work. You will provide leadership on all environmental, health, safety, and security matters, ensuring sites comply with all relevant regulations and managing the risk assessment program including technological RA, Task RA, and Environmental RA.

You will lead and maintain each site's integrated management system and work closely with the Plant, PTSE and Plant & Process Safety (PPS) functions to maintain compliance with Process Safety and Occupational Safety standards.

Main Responsibilities:

Compliance:

  • Maintain all relevant permits, including variations renewals and modifications.
  • Environmental considerations IPPC permit, corporate directives, and best practice.
  • Communication and coordination with competent authorities (HSE, EA). This role represents the sites with these authorities.
  • Support initiatives to formulate and develop best practice in EHSS management.
  • Responsible for managing Occupational Health and Safety, industrial hygiene program, medical surveillance, first aid and PPE.

Management Systems:

  • Emergency Response Plan and Hazard communication plan.
  • Maintain the corrective action tracking system and track corrective actions for the sites.
  • Maintain ISO 14001: 2015 & ISO 9001:2015 certification for the sites and any future standards deemed necessary by the site or company.

Training:

  • Develop and maintain the site Training Matrix: conduct / coordinate annual training.
  • Responsible for training of Emergency Response Organisation at the sites.
  • Member of the Major Emergency Team for Trafford Park. (MEC)

Planning:

  • Participate in the planning, implementation, and review of EHSS Capital Expenditure Projects, to ensure legislative compliance and optimize Health, Safety and Environmental and Security performance.
  • Set and manage the EHSS budgets for both sites.

Reporting:

  • Report on an annual/monthly/weekly basis Health, Safety and Environment key performance indicators. Investigate and track all EHSS / PS incidents, releases and near misses on site. Sharing the learning with all other sites.
  • Report on breaches of the Environmental Permit conditions to the EA (Environmental Agency) and be responsible for the annual reporting to the EA and CIA (Chemical Industry Association).
  • Complete and submit all corporate EHSS reports as required by the company, e.g., Safety Metrics, Significant Incident Reporting etc.

Auditing & Inspection:

  • Coordinate internal audits as required to ensure the management system is being followed on both sites.
  • Conduct and/or coordinate all necessary EHSS inspections/observations (STOP) on the sites. Conduct audits and surveys and track audit items with respect to EHSS compliance.
  • Participate as an auditor in the corporate EHSS/PSM Audit program as requested.
  • Manage external EHSS audits on site and act as a management representative.

About You!

You are a practised Health and Safety Manager, with previous experience in chemical manufacturing at an Upper Tier COMAH facility. You will be a confident people manager, able to influence people and introduce change. Possessing previous leadership experience to be able to meet and exceed goals and objectives, educate, and develop skills in others, and challenges Site Management team while driving through change.

  • Minimum qualification of NEBOSH National Diploma or equivalent.
  • Chartered member of IOSH (MIOSH) or working towards MIOSH or equivalent.
  • Strong managerial, technical, interpersonal and communication skills.
  • Knowledge of Quality Management systems, principles, and auditing - 14001, 9001, 2015.
  • Business/EHSS process orientation: Follows and examines business/EHSS processes for improvements and aligns with customer needs.
